SALARY $57,561.00 - $70,034.00 ANNUALLY
EDUCATION ACCREDITATION: Applicants education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at www.naces.org.
ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final.
CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check.
PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months.

CLASS DESCRIPTION
A Procurement Officer I reviews, analyzes, negotiates and processes requisitions for the purchase of a wide variety of supplies, equipment, furniture, and other commodities and or services used by City agencies. Work of this class involves no supervisory duties or responsibilities.
Employees receive moderate supervision from a technical superior. Employees in this class work a conventional workweek. Work is performed in an office setting where there is no exposure to environmental hazards. Work requires minimal physical exertion.
SELECTION PROCESS
All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination. The training and experience of each candidate will be evaluated for appropriateness and quantity. It is essential, therefore, that you give complete and accurate information on your application. MINIMUM QUALIFICATIONS
On or before the date of filing the application, each candidate must:
EDUCATION: Have a bachelor's degree from an accredited college or university AND
EXPERIENCE: Have two years of experience in procurement including procurement planning and solicitation preparation, contract development, negotiation and contract administration with specialized expertise in the procurement of at least one of the following: professional services; information technology; utilities; building services; equipment; or commodities.
OR
NOTES (EQUIVALENCIES): Have an equivalent combination of education and experience.
KNOWLEDGES, SKILLS, AND ABILITIES
  • Knowledge of the theories, principles and practices of public procurement.
  • Knowledge of procurement laws, regulations and policies.
  • Knowledge of English usage, grammar and writing techniques.
  • Ability to communicate effectively both orally and in writing.
  • Ability to write commodity and service specification contracts.
  • Ability to investigate, analyze, negotiate and resolve non-complex commodity and service problems between user agencies and vendors.
  • Ability to locate sources of supply and to obtain competitive bids
  • Ability to establish and maintain effective working relationships with vendors and contractors, City agency personnel, associates, and the general public.
  • Ability to maintain records and write reports.
EXAMINATION PROCESS
