Job Duties

The Virginia Retirement System is seeking a procurement professional to join the department of Finance as a hourly Procurement Specialist. In this position, the individual will work with the Procurement Manager administering the agency’s procurement functions in accordance with the Virginia Public Procurement Act (VPPA) and other State procurement directives and initiatives.

The responsibilities of the Procurement Specialist include but are not limited to:
  • Assisting with facilitating and implementing procurement best practices.
  • Reviewing and approving quotes and requisitions.
  • Assisting end users with Microsoft D365 for ordering and approvals.
  • Interpreting and applying procurement policy.
  • Collaborating across the organization for the purchase of cost-effective, high-quality goods and services through timely procurements.
  • Making recommendations on the best procurement approach to meet the agency’s needs.
  • Assisting with facility related procurement and vendors.

Minimum Qualifications

Qualifications required to be successful in this position:
  • A bachelor’s degree or equivalent work experience.
  • Three (3) years experience in public procurement of goods and services
  • Proficiency in the eVA purchasing system
  • Knowledge of sole source and quick quote procurements
  • Demonstrated ability to interpret and apply procurement policy
  • Demonstrated ability to manage multiple tasks and deadlines in a fast-paced environment
  • Effective verbal and written communication skills
  • Proficiency in the use of computers and Microsoft Office products

Preferred Qualifications
  • Professional certification as VCA, VCO, CPP, or VCM through the Virginia Institute of Procurement
  • Knowledge of negotiation skills used in procurement
