Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). *
To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum
qualifications for this position. The qualifications are three years of experience performing clerical,
keyboarding, or paraprofessional work in an office environment.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate
Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service
Law. Candidates who accept a provisional appointment must be reachable on the resultant eligible list to be
considered for permanent appointment to the position.
A promotional exam was held on January 13, 2024. To be considered, candidates must also submit
confirmation that they have sat-in for the exam.

Duties Description The Program Aide will assist a Regional Right of Way office in carrying out its program activities for the Dept. of
Transportation. This will include developing, maintaining, updating, and monitoring databases related to real
estate, consultant contracts and office inventory and budget. APA will collaborate with Right of Way staff to
prepare presentations, correspondence, reports, and other documents including consultant contracts, real
estate agreements and closing documents. APA will create new records in both physical and computer files,
manage active records, and close appropriate records. APA will collect and analyze information, including
property title data from multiple agencies through sources both online and in agency office locations. APA will
assist the public with real estate transactions including responding to public inquiries, contacting other
agencies on behalf of Department stakeholders, and providing assistance to the public in completion of real
estate agreements and other documents. The duties of this position require travel to various municipal offices.
Responsibilities may also include serving a role within the Incident Command System to support the
Department's response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which
means no examination is required but all candidates must meet the minimum qualifications of the title for
which they apply. At this time, agencies may recruit and hire employees by making temporary appointments.
In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment
will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and
the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete
in an examination. Employees will then be afforded with all the same rights and privileges of competitive class
employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any
promotion examination for which they are qualified.
Pursuant to Executive Order 161, no State entity, as defined by the Executive Order, is permitted to ask, or
mandate, in any form, that an applicant for employment provide his or her current compensation, or any
prior compensation history, until such time as the applicant is extended a conditional offer of employment
