JOB DESCRIPTION:

Albany County Department of Social Services is seeking applications to fill a Program Analyst vacancy in our Accounting Division. This is a competitive civil service position that may be filled provisionally by the appointment of a person who meets the minimum qualifications established for such position. The candidate(s) chosen to fill this position must meet the minimum qualifications to take the Albany County Civil Service exam (date to be announced), pass this exam, and be reachable to gain permanent status.

The Program Analyst conducts analysis and monitors all Department of Social Services program expenditures to identify root causes of any variances to budget. Gathers data on program metrics, analyzes metrics and compiles results. Prepares and conducts analysis of monthly/quarterly staff time studies resulting in appropriate reimbursement from Federal and State funding streams. Meets with executive management to discuss program operations and develops proposed plans of corrective action if needed. Experience with MUNIS, BICS, COGNOS and Salient Interactive Miner software preferred.

MINIMUM QUALIFICATIONS: EITHER:

A. Graduation form regionally accredited or New York State registered college or university with a Masters degree and one (1) year full time, paid experience in the planning, monitoring and evaluating of programs; OR,

B. Graduation form a regionally accredited or New York State registered college or university with a Bachelors degree and three (3) years of full-time, paid experience in the planning, monitoring, and evaluating of programs.

Schedule:

Monday to Friday 8:30am -4:30pm
