Job DescriptionEccalon is seeking a Program Analyst – APEX (Accelerators for Small Business) supporting the Office of the Under Secretary of War for Acquisition and Sustainment (OUSW(A&S)), specifically the Office of Small Business Programs (OSBP) and Industrial Base Growth (IBG). The Program Analyst – APEX will support the planning, coordination, monitoring, and evaluation of the Accelerators for Small Business (APEX) initiative, which aims to connect small businesses to Department of War (DoW) innovation and acquisition ecosystems. This role is pivotal in expanding the DoW's engagement with non-traditional and underserved small business communities through APEX Accelerators, which serve as regional hubs for guidance and technical assistance.The Program Analyst will work with the APEX team within OSBP to ensure alignment with federal acquisition priorities, track program performance, and contribute to outreach and resource development that supports small business readiness and competitiveness.Key Responsibilities:Support program operations, logistics, and reporting for the APEX Accelerators initiative.Monitor and evaluate APEX Accelerator performance across regions and provide data-driven recommendations for improvement.Assist in developing and maintaining program documentation, including guidance, standard operating procedures, and program reports.Facilitate collaboration between APEX Accelerators and DoW acquisition professionals, innovation hubs, and industry stakeholders.Develop outreach and training materials to inform small businesses and other stakeholders about APEX services and resources.Coordinate the collection and analysis of program performance metrics and help produce internal and external briefings.Support federal funding execution, cooperative agreements, and stakeholder communications across federal and state partners.Contribute to strategic planning initiatives related to ecosystem building, capacity expansion, and underserved business engagement.Requirements:Security Clearance: Secret clearance required; TS/SCI preferred.Bachelor’s degree in Public Administration, Business, Government, Policy, or related field.At least 3 years of experience supporting federal programs, preferably related to small business, acquisition, or economic development.Demonstrated understanding of small business programs and federal acquisition regulations (FAR/DFARS).Strong skills in data analysis, reporting, and Microsoft Excel.Excellent written and verbal communication skills.Proven ability to manage multiple priorities, meet deadlines, and collaborate with diverse stakeholders.Master’s degree in Public Administration, Business, Government, Policy, or related field is preferred.
