Program AnalystThis position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA Directorate Support Division.Serves as a Senior Acquisition Planner leading expert and technical advisor in acquisition and program management.Plans, designs, and conducts studies and analyses of complex plans, programs and projects to identify and propose solutions to long standing management problems associated with complex, long-term scientific and technical missions for their program.Evaluates project and budget plan proposals, acquisition plans, strategic plans, spend plans, and required budget exhibits ensuring consistency with overall DISA and DoD goals and objectives.Performs project management, contract management, and management oversight on contracts that cover implementation and installation of complex systems, support services and hardware procurement.Serves as the Subject Matter Expert (SME) on the DoD Acquisition System, and the DoD Program, Planning, Budgeting, and Execution Systems (PPBES).Must be a U.S. Citizen.Males born after 12-31-59 must be registered or exempt from Selective Service.This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.The incumbent must obtain Acquisition certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position.The incumbent is required to submit a Financial Disclosure Statement, OGE-450 Executive Branch Confidential Financial Disclosure Report.In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Managing a program, including fiscal budget planning, monitoring and execution activities; Contract lifecycle support; or Preparing an Independent Government Cost Estimates; or Providing ongoing acquisition support to mission partners, including scope determination and market research. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
