Program AnalystThe Program Analyst Position is located at the VAMC Cincinnati, OH in the Integrated Access Service. The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.Major Duties:Responsible for implementation of Community Care clinical integration tools including installation, access, training, and utilization.Provide expertise and leadership of clinical integration tools so that VA Community Care can optimize use of available tools for consult management and seamless communication with providers.Will serve as the primary point of contact for assistance with billing and payment issues for services provided within the community.Communicates directly with patients, community providers, collection agencies and VA care team members to resolve issues.Incumbent assures the development of data and long-term budget formulation.Gathers, compares and correlates financial data concerning current and future programs and activities with projected costs of operations.Gathers and reviews a broad base of historical data and current trends to validate and consolidate requests and estimates for an integrated budget forecast of community care within the service.Incumbent has senior/primary program responsibility for the business rule development, accurate usage, current reporting, data validation, oversight, etc. of the Community Care program.Plays an active role in authorization activities for the medical center in generating reports and performing reviews.Prepares reports of findings and presents to the supervisor for action.Work Schedule: Monday - Friday, 8:00am - 4:30pm or 7:30am - 4:00pmPosition Description/PD#: Program Analyst/PD910780Relocation/Recruitment Incentives: Not AuthorizedPermanent Change of Station (PCS): Not AuthorizedRequirements Conditions of Employment:You must be a U.S. Citizen to apply for this job.Selective Service Registration is required for males born after 12/31/1959.Selected applicants will be required to complete an online onboarding process.Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP)As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period or 2-year trial period during which we will evaluate your fitness and whether your continued employment advances the public interest.Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/10/2026.Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization.Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, records, or driving an automobile, etc. No special physical demands are required to perform the work.
