Duties

As a Program Analyst, you will serve as a subject matter expert and integrator for major, enterprise-wide acquisition support systems and business intelligence applications to include the Financial Systems Modernization Solutions (FSMS) and other DOD 365 applications and the CG-9 SharePoint-based Funding Request Portal.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.
Typical work assignments include:

  • Tracks and monitors the development and collection of metric data for Coast Guard acquisition programs.
    Assists in the execution of the Acquisition Directorate performance management programs that are broad in scope and mission.
  • Assists in the coordination of long-range metric planning among the Acquisition Directorate operating staff.
  • Maintains effective communications and confers with a wide variety and number of operating officials, employees, supervisors, and key Headquarters staff personnel to explore problems and possible solutions, to present recommendations, and furnish advice.
  • Monitors the review and analysis of appropriation expenditures along with recommendations for action to the Coast Guard Acquisition Directorate senior staff.
  • Reviews audit decision letters and audit clearance documents, as well as strategic plans, and assists in the development of performance measures and metrics for Acquisition Directorate
    activities.
  • Analyzes audit cases and assists in the development of trends and developments in the financial management areas relating to agency needs.

Qualifications

To Qualify for the GS-12: Applicants must possess specialized experience equivalent to 1 year of experience at the next lowest grade level (GS-11) that is similar to experience gained in the federal sector.
Examples of specialized experience include reviewing and preparing budgetary and financial statement; performing budget execution phase functions; monitoring the use and rate of expenditure of budgeted funds; and reconciling obligating documents with organizational accounting system records to ensure that expenses are accurately reflected; and performing an analysis of different financial management programs, operations, and activities related to project funding.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
