Job Description:

Personnel at this level shall perform tasks and demonstrate skills of an Entry Level Program Control Analyst. Intermediate Level Program Control Analyst tasks and desired skill sets include:

Tasks

  • Review program requirements and spend plans in the NRO Financial Information Requirements Tool (FIRsT) for accuracy and completeness.
  • Make recommendations regarding resource trade-offs within and among competing programs and provide senior managers with resource alternatives.
  • Draft, review, and recommend revisions to budget estimates and requirements for new and existing initiatives.
  • Review and validate analyses to develop and update current and future resource requirements, aiding recommendations to Government personnel.
  • Make recommendations regarding final review of program-level submissions for budget exercises and Intelligence Program Budget Submission (IPBS), CBJB, and CJB.
  • Interface/update/maintain NRO financial management systems, such as:
    • NRO Enterprise Application for Reports (NEAR)
    • NRO Financial Information System (NFIS)
    • FIRsT
    • Funds From Others Integration Tool (FIT)
    • Electronic Procurement Exchange (EpX) Studio
    • TALON
    • External Agreement Repository (XAR)
  • Keep abreast of policies for NRO financial management, draft change recommendations during policy review.
  • Provide guidance on financial regulations, policies, and procedures.
  • Make recommendations regarding operating guidance incorporating Congressional marks and management decisions.
  • Analyze resource information to draw conclusions and make recommendations for data analysis.
  • Identify and resolve data discrepancies, verify and validate data.
  • Assist in the design, implementation, and use of information repositories, databases, decision support tools, strategies, processes, procedures, and reports for accurate financial reporting and management oversight.
  • Review Budget Line Item (BLI) requests at Program and Directorate-Level per NRO policies.
  • Propose recommendations for resource realignments and responses to unplanned circumstances.
  • Make recommendations for final Program-Level Tri-Annual Unliquidated Obligation review inputs and documentation.
  • Recommend funding documentation for accuracy and compliance with NRO policies.
  • Maintain internal controls to minimize data inaccuracy and unauthorized fund use.
  • Consolidate and review Program-Level Unfunded Requirements (UFRs) for prioritization.
  • Edit and draft program resource impacts from contract and engineering changes for senior management review.
  • Draft, review, and edit correspondence, presentations, and briefings in response to action items.
  • Participate in cross-NRO program meetings to develop responses for Government personnel.
  • Consolidate and recommend inputs on performance measures development, revision, and reporting.
  • Provide recommended Program Management Review (PMR) and/or Business Management Review (BMR) feedback.
  • Integrate quantitative analysis techniques into planning, execution, performance management, and acquisition tasks.
  • Review resource reports (ICE, PMP/BAAR, MSA) and make recommendations.
  • Draft documentation for inclusion in program budget status reviews and various program reviews.
  • Maintain budget tracking at program, expenditure center, project, and subproject levels.

Desired Skill Set

  • Ability to apply analytic techniques for evaluating programmatic data and resolving inconsistencies.
  • Advanced knowledge of Microsoft Excel (pivot tables and macros).
  • Proficiency in creating presentations with Microsoft PowerPoint.
  • Experience in project management concepts and principles.
  • Knowledge of Earned Value Management (EVM) techniques.
  • Knowledge of Federal Appropriations Law, methods, and standards for financial activities.
  • Knowledge of Federal Government budgetary principles and procedures.

Desired Education and Experience

  • Bachelor's Degree in a Technical or Business-related discipline (Advanced degree preferred) and a target of 6 years of experience within IC or DOD.
    OR
  • Associate's Degree in any discipline and a target of 10 years of experience within IC or DoD, with 5 of those years within NRO.
    Preferred Order of Experience: NRO, IC, then DoD.
