Washington DC, United States Top Secret w/ SCI On-site only Project/Program Management Overview GovCIO is currently hiring for a Program Director to oversee and manage the programs activities related to supporting the White House Communications Agency (WHCA) and Project RAPTOR. This position will be located at the White House and will be an on-site position. Responsibilities GovCIO is seeking an experienced Subject Matter Expert (SME) Program Director to provide strategic oversight and execution support to the White House Communications Agency (WHCA) and Project RAPTOR. This critical role requires a highly seasoned professional who can navigate the complexities of supporting one of the nation's most vital communications organizations while driving modernization initiatives and operational excellence. The ideal candidate will serve as a trusted advisor, leading efforts to standardize processes, implement commercial IT solutions, support organizational change, and oversee comprehensive logistics support in an exceptionally dynamic, high-stakes environment where mission success is paramount. Provide strategic program management oversight for WHCA/Project RAPTOR support initiatives Lead IT modernization efforts with emphasis on commercial solution adoption in a highly dynamic environment Develop and implement standardization frameworks across operations and processes Manage organizational change initiatives and stakeholder engagement Oversee IT logistics operations including procurement, deployment, and lifecycle management Coordinate with government leadership and cross-functional teams Ensure compliance with all security, regulatory, and operational requirements Deliver regular program status reports and executive briefings Manage program risks, issues, and dependencies proactively Qualifications Required Skills and Experience Clearance required: TS/SCI High school diploma with 15+ years (or commensurate) experience 20+ years of progressive leadership and/or program management experience in government or defense sectors Deep knowledge of DoW Cyber Operations (CO) and Information Operations (IO) Previous direct support experience with WHCA, White House, or similar executive-level government organizations Extensive knowledge of DoW/commercial telecommunications systems, satellite communications, and secure communications protocols Strong understanding of continuity of operations (COOP) and disaster recovery planning Experience with budget formulation, financial management, and cost control in government programs Background in cybersecurity frameworks (NIST, RMF) and compliance requirementsPreferred Skills and Experience Master's degree Program Management Professional certification Ability to drive continuous improvement initiatives in training processes, workforce development, and cyber readiness. Advanced communication skills, ensuring clear direction, stakeholder engagement, and high‑quality reporting. Demonstrated ability to recruit, train, and retain certified personnel Strong organizational design and labor category alignment experience Experience with cloud migration strategies and hybrid IT environments Posted Salary Range USD $300,000.00 - USD $315,000.00 /Yr.
