Core Responsibilities:

The Program Financial Officer (PFO) serves to provide critical financial strategy, support and advice to directors and program managers to achieve the goals of the individual offices within the Department of Health and Human Services (DHHS).

The PFO works in a team environment to analyze a wide assortment of financial and operational needs. By monitoring funds, forecasting, and analyzing data and other programmatic metrics, the PFO recommends solutions to help the Department navigate challenging and complex financial situations.

Successful candidates are motivated and resourceful team players who like working in a fast-paced, complex environment filled with variety.


Minimum Qualifications:

In order to qualify, you must have a Bachelors Degree and two (2) years professional experience in budgeting, public finance and/or management. Related professional experience may be substituted for education requirements on a year-for-year basis.

Preferred candidates will have:
  • A Masters Degree in Public or Business Administration or related field
  • A proven demonstration of advanced data analytical skills using advanced Excel or similar platform.
  • Knowledge of various state financial systems, such as the Budget and Financial Management System, the Oracle Analytics Cloud Service, Advantage, and several Customer Relationship Management systems for the departments contracts, grants, and financial orders.
  • Must possess technological skills and knowledge to learn, navigate, and extrapolate state financial data from data systems of various vintages including contemporary and or legacy systems.
  • Excellent oral and written communication skills.
  • The ability to establish and maintain effective working relationships with a diverse group of internal and external partners.
  • The ability to guide strategic discussions and help groups to reach decisions that will further the mission of the DHHS.
  • Experience directly related to fiscal management and budget reporting.
