We are seeking a strategic Program Manager to lead complex, multi-million dollar digital initiatives for a large-scale public sector project. This role is perfect for a leader who thrives in building structure out of ambiguity and driving high-priority digital services for the public.

Quick Details

  • Location: Dauphin County, PA (Local candidates preferred)
  • Work Arrangement: Onsite (Full-time, 37.5 hours/week)
  • Shift: 8:00 AM 4:30 PM EST

The Role & Impact

As the Lead Program Manager, you will own the end-to-end delivery of complex, multi-workstream programs. You won't just manage tasks; you will design the operating model, establish governance, and lead steering committees. You will be the bridge between engineering, UX, and senior stakeholders to ensure digital services are delivered effectively.

Core Requirements

  • Experience: 10+ years in Program or Portfolio Management.
  • Proven Track Record: Experience managing multi-year, multi-million dollar initiatives.
  • Methodologies: Deep expertise in Agile, Waterfall, and Hybrid delivery models.
  • Leadership: Ability to lead with authority and influence without direct control.
  • Tech Savvy: Proficient in Azure DevOps, Confluence, and SharePoint.

Top Skills Needed

  • Strategic Governance: Designing roles, responsibilities, and escalation paths.
  • Roadmapping: Developing integrated master plans across multiple teams.
  • Financial Oversight: Budget forecasting and vendor performance management.
  • Stakeholder Management: Translating complex technical details for executive-level reporting.
  • Agile Coaching: Mentoring Scrum Masters and Product Managers on best practices.

Highly Desired (Bonus)

  • PMP or Scrum Master Certification.
  • Experience with Salesforce implementations.
  • Background in State Government projects.
