Program Manager at Yulista Holding LLC This position is pending contract award. Must be on-site and available for Government phone calls. Primary Function The PHSFS Program Manager oversees the planning, execution, and tracking of the Prospect Harbor Base Operations Support (BOS) contract. The PM serves as the focal point for the PHSFS BOS contract, with full operational autonomy for contract execution and provides decisive leadership to direct efforts, assess performance, and take needed actions. Additionally, the PM conducts Quality Control functions and performs quality inspections in Civil Engineering and Security sections. Essential Duties Serve as a central point of contact with the Government for all contract-related work. Review, update, and establish procedures to assure safe, effective, and consistent levels of performance within directives and contract guidelines. Oversee overall operations, making improvement recommendations. Maintain and execute the Contractor’s QC Program. Ensure adherence to standard concepts, practices, and safety procedures. Conduct audits and surveillance of QC-related programs throughout PHSFS BOS. Provide expertise advice to customer, when requested. Be on duty at the worksite and available for contact with the Government. Attend briefings, conferences, and other Government-dedicated meetings. Apply experience and judgment to plan and achieve goals effectively. Ensure successful completion of tasks in a timely manner and on budget. Share knowledge and background in end-to-end base operations support, civil engineering, and security. Develop and implement risk management strategies to mitigate risks. Ensure timely completion and accuracy of all inspections and work. Work closely and harmoniously with other employees. Must be able to multitask. Perform other duties as assigned. Desired Knowledge, Skills & Abilities Advanced technical knowledge of Government contract base operations support, maintenance, grounds, civil engineering, and security. Knowledge of preventative maintenance procedures, practices, and methods on CE-assigned systems, sub-systems, and associated components (HVAC, Boilers, Generators, Electrical, etc.). Knowledge in processing Work Orders. Ability to provide detailed reports, briefings, and technical advice to the Government regarding BOS requirements. Ability to support training schedules for security team members. Knowledge of maintenance data collection databases for administrative entries (equipment status reporting, job-standard task creation). Excellent communication skills and fair judgment. Ability to attend Government conferences as required. Ability to manage large facilities maintenance or construction projects. Multi-tasking capability. Required Qualifications Bachelor’s Degree in Program Management or 10 years’ experience in base operation support (including civil engineering and security). Five (5) years’ experience managing combined operations in security, facility maintenance, site maintenance, preventative maintenance, grounds maintenance, and customer service areas. Experience in quality control and assurance. Experience in Health, Safety, and Environmental. Proficiency in Microsoft Word, Excel, PowerPoint, and Project. Ability to work on secure military facilities. Willingness to go TDY as required by the Government. Current valid driver’s license with a clean driving record and qualification to operate a vehicle. Ability to pass a DoD background check, drug screening tests, and obtain SECRET security clearance. Preference Statement Preference will be given to Calista shareholders and their descendants and to spouses of Calista shareholders, and to shareholders of other corporations created pursuant to the Alaska Native Claims Settlement Act, in accordance with Title 43 U.S. Code 1626(g).
