Overview Description This is a project position funded through June 30, 2027. The duty station for this position is in King County, therefore the incumbent will receive 5% premium pay in addition to the salary listed above. The Opportunity The Washington State Criminal Justice Training Commission (WSCJTC) is hiring a Program Specialist 4 (PS4) to support the State Crisis Intervention Program (SCIP) grant. This position is assigned to the Curriculum Unit within the Gender Based Violence Division. The incumbent will be responsible for developing and maintaining comprehensive curriculum and providing ongoing technical assistance to law enforcement agencies and prosecutors’ offices statewide to support effective implementation of domestic violence protection orders and firearm relinquishment laws. Duties Develop and maintain curricula regarding Extreme Risk Protection Orders (ERPOs), Orders to Surrender and Prohibit Weapons (OTSPWs), and domestic violence (DV) 911 response, ensuring consistency with Washington state law and national best practices. Facilitate engagement with partner agencies and interagency collaboration with law enforcement agencies, prosecutors, courts, and victim advocacy groups by coordinating meetings, work groups, and structured feedback processes; gathering and synthesizing subject matter input; and incorporating partner agency perspectives to ensure content fulfills the goals and objectives of the SCIP grant. Design implementation and training resources — such as checklists, flowcharts, and reference guides — to support agencies in adopting and operationalizing model practices, including processes related to service, firearms tracking, data systems, and court procedures. Build upon relationships with partner agencies and the public to ensure voices are heard and the curriculum developed delivers expected results. Assist with working group meetings on specific curricular content where necessary. Follow Standard Operating Procedures (SOPs) in the performance of duties. Ensure proper document management and assist in the timely response to public records requests. Establish and maintain active partnerships with subject matter experts and training professionals in Washington State and across the country to ensure the SCIP grant project is informed by the latest research, policy developments, and instructional best practices related to ERPOs, OTSPWs, and gender-based violence. Integrate curriculum into the Basic Law Enforcement Academy (BLEA), 911 Operator training, and other specialty group programs by aligning learning objectives, instructional materials, and assessment components with existing program structures, delivery schedules, and instructional standards. Design statewide Train-the-Trainer (T3) programs to expand instructional capacity and promote sustainability by developing standardized lesson plans, instructor guides, and supporting materials that enable qualified instructors to deliver consistent, high-quality training across jurisdictions. Qualifications Required Qualifications/Experience: Bachelor’s degree in Education, Public Administration, Criminal Justice, Communications, English, Psychology/Sociology, or similar/related degree plan. AND At least two years of experience in curriculum development for criminal justice or military personnel (law enforcement, corrections, juvenile corrections). AND At least two years of documented experience in positions requiring project management, collaboration, problem solving skills, analysis, and strategy.
