Duties

This is a term appointment not to exceed 13 months.
Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period.
Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation.
The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment.

GS-09 - $68,405 - $88,926
GS-11 - $82,764 - $107,590
  • Assists in the review of requests for reimbursement invoices; when discrepancies exist, coordinates with the grant recipient host officials to correct the discrepancies and make the appropriate changes; recommends approval and verifies approved reimbursement invoice payments as a check and balance.
  • Participates in the process to estimate and makes recommendations to management relating to funding needs for grant issuance.
  • Assists the Financial Program Analyst to track financial commitments; maintains accurate and up-to-date Oracle logs as a check and balance for the Financial Program Analyst's commitment of grant and operations obligations and invoices.
  • Assists in the review of grant proposals.
  • Researches questions regarding regulatory and policy issues and prepares responses in accordance with current and accurate statements on OSBDC policy.
  • Assists Grant Management Specialists with cost price analysis and reconciliation spreadsheets.
  • Written Communication - Presentations, training modules, meeting agenda, emails to external/internal parties and individuals, speeches, briefing packages, reports, manuals, congressional testimony, Federal regulations and policy.
  • Oral Communication -public speaking, counseling 1 on 1, Federal, state, local and community stakeholders, telephone etiquette, presentations.

Qualifications

GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector that includes: 1.
) Assisting in the examination of financial data and records to compile data and draw conclusions; and 2.
) Planning and supporting meetings; and 3.
) Coordinating travel arrangements and other travel-related paperwork processing.

GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector that includes: 1) Assisting in the financial budgets and formulation of budget estimates; and 2) Serving as a staff coordinator, troubleshooter, and/or liaison; and 3) Identifying issues or problems and seeking alternative solutions consistent with applicable policy and procedures.

Duties

This is a term appointment not to exceed 13 months. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment.

Salary Range for Washington, D.C:
GS-09 - $68,405 - $88,926
GS-11 - $82,764 - $107,590
  • Assists in the review of requests for reimbursement invoices; when discrepancies exist, coordinates with the grant recipient host officials to correct the discrepancies and make the appropriate changes; recommends approval and verifies approved reimbursement invoice payments as a check and balance.
  • Participates in the process to estimate and makes recommendations to management relating to funding needs for grant issuance.
  • Assists the Financial Program Analyst to track financial commitments; maintains accurate and up-to-date Oracle logs as a check and balance for the Financial Program Analyst's commitment of grant and operations obligations and invoices.
  • Assists in the review of grant proposals.
  • Researches questions regarding regulatory and policy issues and prepares responses in accordance with current and accurate statements on OSBDC policy.
  • Assists Grant Management Specialists with cost price analysis and reconciliation spreadsheets.
  • Written Communication - Presentations, training modules, meeting agenda, emails to external/internal parties and individuals, speeches, briefing packages, reports, manuals, congressional testimony, Federal regulations and policy.
  • Oral Communication -public speaking, counseling 1 on 1, Federal, state, local and community stakeholders, telephone etiquette, presentations.

Qualifications

GS-09: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service, obtained in either the private or public sector that includes: 1.) Assisting in the examination of financial data and records to compile data and draw conclusions; and 2.) Planning and supporting meetings; and 3.) Coordinating travel arrangements and other travel-related paperwork processing. These qualifications must clearly be referenced in your resume.

GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector that includes: 1) Assisting in the financial budgets and formulation of budget estimates; and 2) Serving as a staff coordinator, troubleshooter, and/or liaison; and 3) Identifying issues or problems and seeking alternative solutions consistent with applicable policy and procedures. Education

Education may be substituted for experience for this position.

GS-09: Successful completion of a master's or equivalent degree from an accredited college or university or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
