The incumbent plans,organizes, directs, manages and ensures the successful implementation ofinformation technology projects; conducts project initiation; is involved in contract negotiation; preparingsolicitations, RFIs and RFPs; develops scope of work and executionstrategies; manages projects using current and relevant project managementmethodologies; resolves conflicts; develops project schedules; develops projectbudgets; oversees resource allocation and justifies the need for additionalresources; develops and oversees application, data administration and/or systemtesting and quality control initiatives; and coordinates activities withtechnology, business and programs work units within and outside theorganization as required. The incumbent works with IT Professionals, ITTechnicians, Business Process Analysts, Subject Matter Experts, or othertechnical and/or business and administrative staff during the course ofprojects. This position may be located in Las Vegas or Carson City depending onthe location of the chosen candidate and the needs of the agency. Daily Activities relating to Assignments,Preparation and Execution: Project Management Utilize professional project managementskills such as the PMI PMBOK principles to manage the full lifecycle ofDivision and Department projects of small, medium, and large size andcomplexity. Effectively prioritize and organize project tasks.Multi-task efficiently on concurrent projects with frequentinterruptions, overlapping and changing priorities and deadlines, anddiverse stakeholders. Customer Satisfaction and Professional Conduct Provide quality customer service internallyand externally, utilizing all relevant, professional skills, including,but not limited to, language and computer skills. Exhibitprofessional and respectful behavior to staff, customers, and thegeneral-public. This includes exhibiting a positive attitude, beingdependable, and maintaining cooperative and productive relationships withco-workers, supervisors, and subordinates. Customer service is essentialas is the ability to communicate effectively with staff and otheragencies. Project Initiation Work with stakeholders, management andvendors to develop or obtain pre-Initiation Phase project documentation,quotes, demonstrations, etc., including Requests For Information (RFI), Requests For Proposal(RFP), vendor quotes, Technology Investment Notifications (TIN), CloudInvestment Notifications (CIN), Solicitation Waivers, Contracts, WorkPlans, Grants, Interlocal Agreements and IT Consultant contracts. Analyze legislative bills, grants, andfederal guidance to determine scope and authority of the project.Coordinate with Department and Division staff to develop and documentcurrent and new system requirements, workflows, systems design, and scopesof work. Project Security Monitor and manage all aspects of projectsecurity according to federal, state, Department, Division and Agencyregulations, policies, standards, and procedures. Ensure teammembers are continuously considering project security when discussing andcompleting tasks. Work with Division Information SecurityOffice (ISO) to determine necessary project security considerations andapprovals. Protect sensitive personal and health related information inaccordance with federal, state, Department, Division and Agency regulations,policies, standards, and procedures. Use and disclose protectedPersonally Identifiable Information (PII) only in accordance withestablished federal, state, Department, Division and Agency regulations,policies, standards, and procedures. Project Management Office (PMO): Teamwork andContinuous Improvement Coordinate the creation of necessary projectteams and committees. Delegate project tasks to staff, vendors, andstate and local agencies. Monitor to ensure that tasks areaccurately completed on time, within budget and with a high degree of quality.Actively participate in the continuous improvement and maturity of theProject Management Office (PMO). Encourage team suggestions,collaboration, innovation and implementation of new governance, policies,standards, procedures, and technologies that align with State, Departmentand Division strategies and goals. Engage in the team atmosphere by buildingconstructive working relationships characterized by acceptance, honesty,integrity, cooperation, and mutual regard. Represent the PMO in aprofessional manner by displaying high standards of ethical conduct andintegrity.
