We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT is looking for a Project Director to support a new client. This position is contingent upon contract award.
The Project Director will oversee all tasks related to providing program-wide support for the National Assessment of Educational Progress (NAEP), including project liaison, contract and financial management support, project analytics, and general coordination activities. The ideal candidate will have a deep understanding of large-scale assessment programs, federal contracting, and preferably NAEP program specifically. They should be able to provide strategic direction while also managing day-to-day contract activities and deliverables.
Key responsibilities include, but are not limited to:
- Managing the overall contract and team of 10 people.
- Ensuring alignment with Project Management best practices for scheduling, quality control, risk management, and communication.
- Overseeing development and maintenance of master schedules, risk registers, and financial management tools
- Leading coordination with other contractors.
- Providing high-level support for operations, reporting, and special studies.
- Representing the contract at key meetings and briefings.
- Ensuring compliance with relevant govt. policies and standards.
- Support the Capital Planning and Investment Control (CPIC) process for the Educational Assessment IT (EA IT) investment, which includes all IT spending activities.
- Assist relevant stakeholders with gathering and organizing information for the annual IT Request (ITR) to OMB, including material from other contractors.
Requirements
Qualifications:
- Minimum Bachelor's Degree
- Certified PMP
- 10+ years of experience managing large programs
- Demonstrated expertise in project management methodologies and best practices
- Strong knowledge of federal contracting processes and financial management including OMB IT Investment
- Familiarity with NAEP or Dept. of Education operations and technical procedures is highly desired
- Excellent verbal and written communication skills
- Ability to collaborate effectively with government stakeholders and other contractors
- Experience with data security and confidentiality requirements for federal programs
- Strong leadership and staff management capabilities
- U.S. citizenship and ability to obtain and retain a Public Trust clearance
Benefits
Salary Range: $120,000-160,000 commensurate with experience, education, etc.
