Job Title: Resource/Capacity managementDuration: ASAP - 13/08/2026Location: Brussels, BelgiumMode: HybridLanguage: English, French OR DutchWork Regime: Full Time Job DescriptionOrganizational transformation is underway to strengthen efficiency and improve the readability of the value delivered to business entities.Several structuring initiatives have been launched, with the implementation of a capacity management system as a major focus.This tool will enable the IT department to:Strengthen planningImprove predictability of commitmentsOptimize resource allocationSupport strategic decisions (skills development, reorganization, targeted outsourcing, etc.)MissionDesign, structure, and deploy an operational competency framework covering all IT department roles.Establish the foundations of a capacity management system aligned with portfolio needs.Responsibilities include:Identify, define, and structure key roles and functions of the IT department.Classify all internal and external staff according to the reference framework.Define objective and actionable capacity measures for each function for strategic planning.Match available skills with the needs identified in major project portfolio initiatives.Produce a consolidated analysis to identify areas of tension, under-capacity risks, and optimization opportunities.Mission duration: 6 months, with workload adaptable depending on progress and operational requirements.Desired Profile – Key Qualities and CompetenciesStrong background in capacity or resource management in large IT environments.Minimum 5 years of experience in a large IT department (>300 employees).Minimum 5 years of experience in IT management or governance structures (e.g., CIO Office, strategic PMO).Minimum 5 years of experience in an IT PMO or similar role.Proven experience in designing and implementing capacity or resource management systems.Very good knowledge of key IT functions: IT management, software development, infrastructure, OT, embedded systems/IoT.Fluency in both national languages (FR/NL) and passive understanding of English.Methodological rigor, analytical skills, and ability to structure complex models.Excellent communication and synthesis skills.Expected DeliverablesStructured Competency FrameworkCatalog of IT roles, detailed descriptions, and associated skills.Definition of maturity/mastery levels by role.Operational Capability ModelDefinition of capacity units and measurement methods.Calculation model for estimating costs, availability, and needs.Mapping of Internal and External StaffComplete classification of employees according to the reference framework.Summary table of available capabilities by role, team, and domain.Alignment AnalysisMatch between available resources and IT portfolio needs.Identification of gaps, risks, areas of tension, and opportunities for optimization.Must have:Medior PMO Analyst (Controller) - Most recent experience: 1 to 3 years agoAnalyst — Advanced, most recent experience: Any timeCapacity Management — Advanced, most recent experience: 1 to 3 years agoResource Management — Advanced, most recent experience: 1 to 3 years agoLanguagesDutch or French — Native or bilingual proficiencyEnglish — Professional working proficiency
