Position Purpose The Project Manager plays a critical role in leading strategic and operational initiatives that support the success of Umpqua Health’s Medicaid Managed Care Plan. This position is responsible for planning, executing, and delivering projects that improve organizational efficiency, enhance member services, and ensure compliance with state and federal regulations. The Project Manager will collaborate across departments to align project goals with organizational priorities and drive measurable outcomes. Essential Job Responsibilities Lead the planning, execution, and monitoring of technical and operational projects, ensuring alignment with Medicaid program goals and organizational strategy. Develop detailed project plans including scope, timelines, milestones, resource allocation, and risk mitigation strategies. Coordinate cross‑functional teams including IT, compliance, contracting, finance, and clinical operations to ensure successful project delivery. Manage projects related to provider network development, credentialing, claims systems, and member services enhancements. Ensure projects comply with Oregon Health Authority (OHA), CMS, and NCQA standards. Monitor project performance using KPIs and dashboards; report progress to executive leadership. Facilitate stakeholder engagement and communication, including presentations, status updates, and issue resolution. Maintain accurate documentation including project charters, meeting minutes, deliverables, and audit trails. Support strategic planning and contract execution by aligning project outcomes with Medicaid reimbursement models and provider performance goals. Working with a variety of personalities, maintaining a consistent and fair communication style. Satisfying the needs of a fast‑paced and challenging company. Minimum Qualifications Bachelor’s degree in Business Administration, Healthcare Administration, Information Technology, or related field. Project Management Professional (PMP) certification or equivalent (required within six months of hire). 3–5 years of experience managing projects in a healthcare or managed care setting. Demonstrated success in leading Medicaid‑related initiatives or systems implementations. Proficiency in Microsoft Office Suite and project management platforms. No suspension/exclusion/debarment from participation in federal health care programs (e.g. Medicare/Medicaid). Preferred Qualifications Master’s degree in a related field. Experience with Oregon Medicaid programs and contracting. Familiarity with provider enrollment systems and credentialing workflows. Advanced skills in strategic planning, data analytics, and performance improvement. Experience considering the impacts of the work on multiple communities, including communities of color, in technical analysis. Bi‑lingual translation or translation capabilities a plus. Knowledge, Skills & Abilities Medicaid managed care operations, including provider contracting, claims, and credentialing. Regulatory frameworks including CMS, OHA, and NCQA. Project lifecycle methodologies (Agile, Waterfall, Hybrid). Proficiency in project management tools (e.g., MS Project, SmartSheets, Visio). Strong analytical and problem‑solving skills. Effective communication and stakeholder engagement. Budget management and financial forecasting. Lead cross‑functional teams and manage competing priorities. Translate complex regulatory and operational requirements into actionable project plans. Adapt to evolving healthcare policy and organizational needs.
