Job Description:

I. DESCRIPTION OF SERVICES

Client requires the services of 1 Project Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 2, Project Management and the specifications outlined in this document for the Client.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Client and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Client will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Oversee the planning, development, and execution of Client Capital projects.

Contribute to the Legislative Administrative Review (LAR) planning for new and existing project request .

Oversee and evaluate processes used when developing new projects to ensure the teams are adhering to procedures consistently and confirm scope and schedule changes are documented, approved, and understood by stakeholders and project team members.

Develop project budgets, schedules, works plans, resource requirements, cost estimates, and cost projections.

Monitor and manage the quality of applications and works to identify continuous improvement measures/root cause and corrective actions. Verifies project deliverables are acceptable, fulfill terms of the team agreements, and are within budget.

Communicate routinely to management, customers, project team members, and other stakeholders, actively soliciting and addressing customer and project team feedback. Communicate with external stake holders and oversee requisite reporting. Communicate monthly with internal stakeholders and as needed with Quarterly Assurance Monitoring team.

Responsible for problem management, issue resolution, and risk identification and mitigation, while empowering and motivating the team to have a sense of ownership over the application.

Communicates a clear vision of all projects to the executive management team, customers, and project team. Coordinate the initiation and planning of diverse projects to meet strategic application and technology roadmap commitments.

Follow all Client policies and procedures.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

Minimum five (5) years of work experience in managing or working on software application teams, using the Software Development Life Cycle (SDLC), the Project Management Life Cycle (PMLC), and Agile Scrum Methodology.

Four years of working as a project manager using the Texas Project Delivery Framework

Four years' experience working with Major Information Resources Projects.

III. TERMS OF SERVICE

Services are expected to start 11/09/2024 and are expected to complete by 05/12/2025. Total estimated hours per Candidate shall not exceed 1700 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Client. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at Stephen F. Austin Building, 1700 N. Congress, Austin, Texas 78701. The working position is On Site. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Client will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Client.
