Job Description


Scope:
The Project Manager II represents a mid-level position for a career in Project/program Management at the ESA, LLC Fort Worth Operations Site. Under the direct supervision of Program Manager, Director of Programs or Business Unit Vice President the Project Manager II will assist in managing all aspects of a project, or multiple projects, within the projects life cycle.

Responsibilities & Tasks:

  • Defines project requirements.
  • Responsible for management of one or more large-scale, highly complex projects with scope scanning more than one functional area or discipline.
  • Serves as Team Leader for multiple initiatives, varying in complexity.
  • Ability to communication well with various levels of leadership.
  • Use the Microsoft Office Project Server system to achieve schedule, cost, and scope program objectives.
  • Utilizes PMI project management tools and methodologies.
  • Manages the development of project standards, procedures and quality objectives.
  • Develops and communicates project schedules, plans, cost and organization wide metrics.
  • Provides formalized, continuing work direction and leadership to assigned project leaders(s)/team including scheduling, assignment of work, and review of project work.
  • Negotiates for financial, physical, or human resources to support a project(s).
  • Takes action on potential risks and issues and provides proposals for solutions to senior management if escalation is required.
  • Utilizes Process Improvement techniques such as Six Sigma tools and SEI-CMM processes.
  • Assesses variances from the plan and develops and implements changes as necessary to ensure project meets time, cost and quality objectives.
  • Conducts formal customer reviews at project completion to confirm acceptance and satisfaction.
  • Develops and maintains a productive working relationship with project sponsors, customers, vendors and other key stakeholders.
  • Conduct regular planning and review sessions to understand and communicate project interdependencies and avoid resource conflicts.
  • Conduct status meetings and communicate status, highlighting successes, and red flags to the Program Sponsors on a regular basis and to other constituencies on an as needed basis.
  • Work with the functional/business leaders to evaluate and prioritize program and schedule requirements.
  • Ensure project documentation has been completed with appropriate level of detail based on the project size.
  • Assign project managers and other resources to projects.
  • Establish and maintain the channels of communication necessary to assure timely customer and business awareness of project progress/issues.

  • Identify all relevant project stakeholders and actively engage them in initiation, planning, execution, monitor and control of the project.
  • Read and understand the company policies and procedures that apply to performing project management at the ESA Fort Worth Operations (FWO) site.
  • Develop an awareness of the Organizational Process Assets (OPAs); i.e., procedures, templates, forms and work instructions available on the EFW Portal.
  • Participate in the proposal process if and when needed to do so and participate in make-or-buy decisions as needed.
  • Conduct project kick off meetings and WBS with project team.
  • Ensure Work Breakdown Structures are created and maintained for each assigned project.
  • Ensure project schedules are created, monitored, and have updated status weekly.
  • Tailor applicable company procedures as required.
  • Establish and maintain positive relationships with customers; both internal and external.
  • Prepare and present project management reviews as scheduled for internal management and external customers.
  • Conduct regularly-scheduled, productive team meetings using best practices in meeting facilitation (e.g. meeting agendas & minutes for all scheduled meetings).
  • Ensure the project team documents lessons learned on a regular basis throughout the life of the project to include project phase completion and project closure.
  • Ensure meeting minutes for team and customer meetings are created, made available, and filed appropriately in project/project folders on the EFW server.
  • Adhere to applicable ITAR, TINA, FAR, Export Compliance, EMD, Safety, and Security requirements.
  • Ensure risk and issue management are maintained and communicated.
  • Utilize decision analysis and resolution techniques throughout the duration of the project.
  • Engage in continuous process improvement.
  • Ensure Change Control is utilized on all projects to manage/reduce scope-creep and gold-plating.
  • Apply a work authorization system to ensure the right work is being done at the right time by the right people.
  • Monitor performance to ensure compliance with contractual and schedule requirements.
  • Monitor product quality, design, and technology to ensure consistency.
  • Review deliverables prepared by the team for completeness, accuracy, and quality before submitting them to the customer.
  • Ensure project and product documents are complete, current, and stored appropriately (e.g. SharePoint, Project Server, ESA portal etc).
  • Manage project budgets and schedules; track and report cost and team hours on a regular basis.
  • Create, maintain, and report project surveys as needed.
  • Create and maintain a project action item log and track all action items to completion.
  • Perform other job-related tasks as assigned by supervisor.

  • Creates, Recommends and Control approved budgets for all technical support needs
  • Approve change requests that do not affect scope, schedule, budget, or quality.
  • Prioritize change requests.
  • Execute all approved plans & schedules.
  • Coordinate project activities within ESA, ESL, sub-contractors, and customers.

Qualifications


Minimum Qualifications:

Education

Bachelor Required (5-10 years functional experience may substitute)

Experience Required:

Functional (Using Skill Set) - 3-5 years

Management - 3-5 years

Industry - Entry level

  • Detailed understanding of project management methods, tools, and techniques.
  • Detailed understanding of business, structure, and relationship with.
