Position Description:

The Project is replacing the existing on-premises procurement management system with a new state-of-the-art cloud solution. Client seeks a Project Manager to support the Project Management Office (PMO) by overseeing the entire testing process: creating test plans; developing and coordinating development of test scripts; organizing test teams; coordinating and documenting test execution; and reporting progress to the PMO.

The ideal candidate is a DMV resident with at least 16 years of experience leading testing efforts for large, complex IT projects. Desired experience includes cloud ERP automated testing tools (such as Selenium, Tricentis, Test Evolve, Opkey, or Leapwork) and strong proficiency in Agile Scrum methodologies, including Agile sprints, roadmaps, System Integration Testing (SIT), and User Acceptance Testing (UAT).

Position Responsibilities:

  • Execute comprehensive project planning by developing, maintaining, and monitoring detailed project schedules to ensure timely progress.
  • Author and manage essential project documentation, ensuring all records are accurate, up-to-date, and standardized.
  • Streamline workstream reporting by coordinating weekly status updates and synthesizing data for PMO review.
  • Design executive-level presentations using Microsoft PowerPoint to communicate project status to PMO and organizational leadership.
  • Organize and maintain digital workspaces within Microsoft Teams and SharePoint to ensure all project artifacts are easily accessible.
  • Drive quality assurance by overseeing the development and execution of thorough test scripts.
  • Lead the defect management lifecycle, including reporting, resolution tracking, retesting, and final documentation of results.
  • Facilitate cross-functional collaboration between testing teams and other workstreams to resolve technical issues and defects.
  • Ensure compliance with District standards and quality requirements across all testing and project activities.
  • Translate high-level strategic visions into actionable long- and short-range plans, covering SIT, UAT, and post-go-live support.
  • Direct organizational readiness through resource alignment, training, communications, and transformation management.
  • Balance competing priorities while coordinating resources across multiple workstreams to maintain project momentum.
  • Synchronize activities with the PMO schedule, proactively adjusting plans and mitigating impacts on related workstreams.
  • Develop innovative scheduling solutions-including Microsoft Project and Agile Scrum Roadmaps-tailored to complex delivery dates.
  • Align project timelines across stakeholder groups, functional workstreams, technology components, and methodologies.
  • Track and report on key milestones, leveraging experience from large-scale projects to ensure accurate progress monitoring.
  • Oversee project scope and objectives through proactive analysis, planning, and management activities.
  • Execute the RAID process (Risks, Actions, Issues, and Decisions) alongside change management and communication workflows.
  • Facilitate high-level meetings, including Steering Committees and PMO sessions, while documenting critical decisions and discussions.
  • Act as a central liaison to bridge communication between the PMO, project managers, and internal team members.
  • Provide comprehensive support to the PMO across all aspects of the project lifecycle.

Required Qualifications:

  • Experience managing testing for large, complex IT projects.
  • Experience with Agile Scrum methodology, including Agile Sprints, Roadmaps, System Integration Testing (SIT), and User Acceptance Testing (UAT).
  • Proficiency in the Microsoft Office Suite (Word, Excel, PowerPoint)
  • Experience with cloud ERP automated test tools, for example: Selenium, Tricentis, Test Evolve, Opkey, Leapwork
  • Proven leadership and decision-making skills managing a diverse team including onsite and virtual team members
  • Demonstrated written and verbal communication skills with the ability to clearly articulate messages to a variety of audiences.
  • Willing to work onsite 4 days a week

Desired Qualifications:

  • PMP certification
  • Experience with Microsoft SharePoint and Teams
  • Experience managing cloud ERP testing
  • Minimum Education/ Certification Requirements: Bachelor's degree in IT or related field or equivalent experience
