Project/Program Manager I (Emergency Preparedness Coordinator)
The Preparedness Section is responsible for planning, organizing, equipping, training, exercising, and evaluating the department’s readiness for emergency responses. This role maintains emergency-related IT systems, equipment, checklists and templates, and supports the operations of a physical or virtual emergency operations center during emergencies. The coordinator trains staff in emergency systems and procedures, builds response skills, and collaborates with partners such as King County IT, Public Health Duty Officers, and radio operators. The position is supervised by the Emergency Operations Manager.
Work Schedule
Monday – Friday; employees may choose from a limited number of work schedules that include working during the Preparedness Section’s core business hours of 9:00 am to 4:00 pm.
Remote and Onsite Work
The team works in a hybrid model with days in the office and telecommuting. The ratio of remote to onsite work depends on business needs. The primary onsite location is the Chinook Building – 401 5th Ave., Seattle, WA 98104. Employees must reside in Washington state and be within reasonable distance to the King County worksite.
Responsibilities
Maintain readiness of Public Health’s physical and virtual emergency operations centers through regular testing and maintenance of systems and equipment, and rapidly set up the center when an emergency occurs.
Maintain content and attachments like checklists and templates for the Public Health Response Guide, improving procedures and materials based on lessons learned.
Manage Public Health’s 24/7 Duty Officer program, update call triage procedures, coordinate shift coverage, and transfer the line to the incoming Duty Officer each Tuesday.
Provide training and technical support for staff on emergency response systems, equipment, and procedures.
Gather and analyze data to support emergency response capabilities.
Manage redundant communication systems such as the Public Safety Emergency Radio Network program and related databases.
Serve as site administrator for IT systems that support emergency response operations, including WASecures, WebEOC, and WATrac, with training provided onsite.
Maintain Preparedness Section IT assets such as SharePoint sites and the key contacts database.
Serve in the Logistics Section during Public Health responses.
Support other activities of the Preparedness program’s Operations & Systems team as assigned.
Ideal Candidate
Experience maintaining emergency response systems and documentation.
Familiarity with Incident Command System and National Incident Management Framework.
Experience designing and maintaining Teams and SharePoint sites and proficiency with Microsoft Office 365 features.
Program management skills, including customer service, ownership, and self‑directed learning.
Project management skills such as creating work plans, managing timelines, and prioritization.
Skill drafting clear and organized technical documents.
Ability to diagnose problems and implement creative solutions.
Skill delivering formal and informal presentations and trainings.
Ability to maintain good team relationships and work with people of diverse backgrounds.
Technical skills necessary to serve as a system administrator for an information technology system.
Commitment to ensuring response strategies are inclusive, accessible, and culturally appropriate.
Ability to operate a county vehicle.
Desired Candidate
Familiarity with the role of public health in an emergency and public health emergency preparedness and response principles.
Completion of relevant trainings on emergency response topics such as the Incident Command System.
Necessary Special Requirements
Preparedness Section staff are categorized as First Responders, requiring high duty to report to work in emergencies.
Selection process may include evaluation of application materials, supplemental questions, interviewing, and testing.
Employees are required to protect the privacy and security of protected health information.
Employees must be proficient with computer use and adhere to mandatory training and immunization requirements.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are required.
When responding to an emergency, duties may involve any time, including nights and weekends, and deployment to locations other than the department.
