Carver County is looking for a dynamic person to fill a vital role in our Public Health department. The Public Health Program Specialist position offers the opportunity to coordinate preparedness initiatives, collaborate with community partners, and ensure the county is ready to respond quickly and effectively to public health emergencies. Under the direction of the Public Health Community Health Supervisor, the Public Health Program Specialist will assess public health needs and research, plan, design, implement, and evaluate public health programs and policies, for all areas of the Carver County Public Health Department. This position will focus on Emergency Preparedness. Upon successful completion of the training period this position is eligible for remote work. Responsibilities Comprehensive understanding of: Public health discipline, including approaches, research, policy development; Policy interventions including rules, ordinances, and regulations; System change in organizations including schools, businesses, and parks & recreation; Environmental interventions to the economic, social, and physical environment. Collaborate with individuals, businesses, community organizations, committees, and multidisciplinary groups to identify community health needs, resources, problems, solutions, and evaluate outcomes. Facilitate or lead projects relating to the planning, development, and implementation of public health programs and services in the community. Plan and conduct needs assessments, analyze results, and communicate findings to key audiences. Educate the community regarding public health issues and advocate for community action. Design and implement evaluation strategies to monitor and assess the effects of public health programs. Develop and manage contracts and grants, including preparing applications, implementation, evaluation, and reporting. Ability to analyze and interpret data and infer recommendations to a variety of audiences. Address Public Health reporting requirements, including the Local Public Health Act, in all job functions. Investigate Public Health Nuisance complaints. Provide emergency/disaster public health services. Perform other comparable duties of a like or similar nature as assigned. Qualifications Required education and experience: Bachelor's Degree (BA/BS) in Public or Community Health, Health Services Administration, Environmental Health, Public Administration, Social Services, or a related field plus three (3) years paid work experience in Public Health, Community Health, Environmental Health, Public Administration, Social Services, Social Justice, Human Rights or other related field. or Master's Degree in Public or Community Health, Health Services Administration, Environmental Health, Public Administration, Social Services, or a related field plus two (2) years paid work experience in Public Health, Community Health, Environmental Health, Public Administration, Social Services, Social Justice, Human Rights, or other related field. Valid MN driver's license and/or evidence of mobility. All applications will be screened for minimum qualifications, scored and ranked. The highest ranked candidates meeting minimum qualifications will be recommended for the scored oral examinations (interviews).
