WORK ENVIRONMENT
  • Office operates between 7:00 am and 5:00 pm
  • Mostly sedentary
  • CDPS currently operates on a 2 day a week on-site requirement for employees. For employees outside the Denver metro area, the hybrid structure is determined on a case by case basis dependent upon the position's requirements, the employees location and the needs of the business unit manager. KEY RESPONSIBILITY

Assists the CDPS Director of Purchasing and Contracts with implementation and maintenance of the agencys Group II procurement delegation and authority. Serves as a resource to provide guidance and training for field, headquarters, and support staff regarding procurement practices, policies and rules. Serves as the key advisor to the divisions on policy issues and as the liaison with the state and department regarding purchasing issues, procedures and policies. Examines, evaluates, and creates appropriate systems to integrate all CDPS procurement functions. Prepares all necessary documentation to support the purchasing operation including necessary solicitations (i.e., requests for Proposals, documented quotes, Invitations for Bid); and utilizes the States automated systems. Serves as a CDPS purchasing agent for departmental needs. Applies working knowledge of Colorado Revised Statutes (CRS), procurement code, and fiscal rules for the procurement of goods and services. Accesses the Colorado Operations Resource Engine (CORE) to ensure purchase order compliance and sound fiscal management/control. Ensures compliance with Contract Management System (CMS) requirements Provides technical guidance in the preparation, implementation and review of solicitations for CDPS. Coordinates and disseminates information to advise internal customers on proper solicitation procedural requirements to ensure that state and fiscal rules and procurement policy requirements are met. Researches and confers with CDPS staff to evaluate solicitation specification and performance criteria. Assist customers and vendors by providing guidance and objective feedback on solicitations and services.

Represents CDPS at meetings with public officials, government officials and other parties as required regarding issues as determined necessary. Provides procurement program management for special projects as assigned. Develops technical guidance documents such as Excel spreadsheets, policy handouts, and training PowerPoint programs.

Serves as a member of the EDO Disaster Response Finance Team (DRFT) augmenting the Incident Command and General Staffs Finance Section and supporting State Emergency Operations Center (SEOC) activities during activation and training events. During Level 4 activations (day to day operations), this position is available remotely to support staff operations if necessary. During Level 3 activations (Command and General Staff), this position conducts a virtual check in with the Finance section chief, remains available in a consultation role to support SEOC staff requirements, aid in decision making and may attend initial meetings in person. During Level 2 activations (one or more state agencies involved), this position supports in-person augmenting the Finance Section based on requirements. During Level 1 activations (one or more federal agencies involved), this position supports in-person augmenting the Finance Section based on requirements. Participates in routine SEOC training events to gain and maintain proficiency with WebEOC functionality, SEOC processes and build relationships with key emergency management personnel. Completes familiarization training on the National Incident Management System completing ICS 100, ICS 200, and ICS 300 (supervisory positions only, coordinated by DHSEM) training as part of the initial training requirements for incident command system familiarization, and additional ongoing position training identified by the SEOC Integrated Preparedness Coordinator. Participates in State Emergency Operations Center (SEOC) activations and exercises as the EDO Procurement Liaison which entails physical presence in the SEOC during activations which may occur outside standard business hours. This position will work alongside SEOC staff and leadership to analyze the purchasing needs of each particular activation and determines the tactical steps required for each emergency which includes obtaining emergency procurement declaration, achieving properly authorized procurements, and completing the required encumbrance process as soon as is practical. This liaison role will evaluate communication needs and coordinate effective communication and information sharing between the SEOC and EDO Finance team members which includes developing, coordinating, implementing, training, and maintaining procurement procedures and workflow processes in support of the SEOC and providing technical assistance and purchasing service support to internal and external stakeholders. Technical assistance includes providing guidance on financial, procurement, and contractual requirements and identifies alternative treatments if needed to achieve compliance. MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)

Six (6) years of professional experience in procurement.

OR SUBSTITUTION

Two (2) years of experience in procurement and Bachelors Degree.

  • Must possess a high level of accuracy and attention to detail and have a strong knowledge in how personnel and/or payroll systems (software) work.

  • Experience in creating, maintaining, and producing reports.

  • Must be proficient with spreadsheet and word processing software.
  • Ability to multi-task and maintain a tracked workflow in order to put aside projects that do not have a ready solution for items that require immediate attention

SELECTION NOTICE
The first stage of the comparative analysis will be an application review. Your application will be reviewed as a part of the selection process to establish a ranked order of all applicants who meet the minimum requirements. It is imperative that your application and answers to supplemental questions provide as much information and detail as possible about your education, knowledge, skills, and experience as it relates to the requirements, duties, and preferred qualifications of this position as described within this announcement.

Resumes, Cover Letters, or other documents submitted will Not be reviewed, assessed, or used in the initial stages of the comparative analysis (transcripts submitted to verify that the applicant meets either the education requirement or minimum qualification substitution are exempt from this).
