1. Scope of Services

The Department of Children and Families (the \\\"Department\\\" or \\\"DCF\\\") is seeking qualified candidates that
will provide the Office of Child and Family Well-Being (OCFW) with leading Software Application Lifecycle
(SAL) Test Management Services respective to a legacy Department child welfare information system and a
modernized modular system currently in development. The services requested in the following Request for
Quote (RFQ) will be procured in accordance with the Department of Management Services (DMS) State
Term Contracts (STC), entitled Information Technology Staff Augmentation Services, 80101507-23-STC-
ITSA.

The IT Enterprise SAL Test Manager will play a crucial role in the successful implementation of the
Department's modular Florida Comprehensive Child Welfare Information System (Fl CCWIS) as well as
providing industry standard best practice enterprise testing to support its legacy system. The IT Enterprise
SAL Test Manager is a pivotal role in the Department's large-scale modernization project, focusing on the
cross-team planning, coordination with functional and technical stakeholders, and oversight and guidance
of effective execution of comprehensive testing strategies, as well as taking point on User Acceptance
Training (UAT). This position demands a highly skilled individual with exceptional experience in enterprise
SAL testing, using Azure DevOps software, and a proven track record in developing advanced testing
frameworks.










The term for this staff augmentation position is intended to be until June 30, 2025. The term for this
engagement may be extended for a period not to exceed twelve months from the expiration of the State
Term Contract contingent upon funding and satisfactory performance. The Department may select one or
more candidates in this position. Candidates available immediately are Required.

2.1 Primary Job Duties and Tasks

Develop and implement a robust testing strategy that encompasses the scope of both the

modernization project and the continued maintenance of the legacy system and supports the
developed schedules and associated milestones for each application.

Create detailed governance documents, test plans for effective functional and technical resource

utilization, test cases/scripts, and execution and monitoring plans to ensure comprehensive quality
coverage of all developed features and functionalities in both the modernized solution and legacy
system.

AUTOMATION IMPLEMENTATION:

Design and implement automated test plans in Azure DevOps to streamline testing processes.
Utilize Microsoft Azure DevOps for test automation, ensuring alignment with project objectives and

timelines, including the utilization of artificial intelligence for the creation of test cases.

COORDINATION:

Coordinate with project managers, developers, and functional and technical stakeholders to align

testing and planning activities with overall project goals.

QUALITY ASSURANCE AND CONTROL:

Oversee all phases of a variety of testing (SIT, UAT, etc.) to ensure software quality and

Regularly report on testing progress, challenges, and outcomes to functional and technical project

stakeholders.

Work closely with SI vendor(s) developers to understand the technical aspects of the application.

Collaborate in troubleshooting issues and refining the product(s) based on test findings.

Conduct performance testing to assess the applications' behavior under various levels of load and
stress. Analyze the results to identify performance bottlenecks and recommend improvements.



2.2 Specific Knowledge, Skills and Abilities (KSAs)
The submitted candidate must be able to apply common knowledge, skills, and abilities in the following
areas:

Bachelor's degree in one of the following Management Information Systems, Computer Science, or

related field preferred
Extensive experience in Microsoft Azure Dev Ops
Experience and knowledge of SLA Test Management principles, methodologies, and tools.



Ability to collaborate with technical and functional stakeholders and establish and maintain strong

relationships.

Flexible and adaptable; able to work in ambiguous situations.

Ability to influence others and move toward a common vision or goal.

Organized with a natural inclination for planning strategy and executing tactics.
