Position Overview
The Quality Assurance (QA) Specialist ensures all JC BestCare programs operate in full compliance with Iowa HHS, Medicaid HCBS Waiver, and applicable regulatory requirements. This role includes auditing records, reviewing care plans, training staff, monitoring service delivery, and conducting onsite tours of JC BestCare homes and program locations to verify safety, quality, and compliance.
Key Responsibilities
Compliance & Regulatory Oversight
- Monitor agency operations to ensure compliance with Iowa HHS rules, including HCBS Waiver, Habilitation, SCL, and behavioral health service standards.
- Maintain up‐to‐date knowledge of Iowa Administrative Code and Medicaid documentation guidelines.
Quality Assurance & Documentation Review
- Conduct routine and targeted audits of:
- Care plans/ISPs
- Progress notes
- Staff documentation
- Incident reports
- Medication administration records
- Training compliance files
- Verify documentation meets Medicaid billing and service delivery requirements.
Onsite Program Tours & Quality Checks
- Perform regular onsite tours of JC BestCare homes and community program locations to:
- Assess safety, cleanliness, and environmental conditions.
- Confirm staffing levels, supervision requirements, and client supports match care plans.
- Review onsite documentation and logs (MARs, daily notes, behavior charts).
- Identify maintenance, safety, or compliance issues needing correction.
- Complete tour reports and provide follow‐up after each visit.
Care Plan Monitoring
- Review and validate that ISP goals, interventions, rights restrictions, and supervision levels are appropriate and up to date.
- Ensure each member’s needs are accurately reflected and implemented in daily services.
File Integrity & Data Management
- Maintain compliant, accurate QA logs, audit tools, corrective action tracking, and agency reports.
- Ensure compliance with HIPAA, Iowa HHS record standards, and agency policies.
Training & Staff Support
- Provide education to staff on proper documentation, HCBS rules, and best practices.
- Assist with new hire onboarding: documentation expectations, incident reporting, and quality standards.
Corrective Action & Continuous Improvement
- Identify agency‐wide trends and risk areas.
- Develop corrective action plans and monitor progress toward completion.
- Collaborate with leadership to strengthen quality systems and enhance service delivery.
Qualifications
- Associate’s or Bachelor’s degree in Human Services, Social Work, Psychology, Public Health, or related field preferred.
- Experience in HCBS, behavioral health, or disability services is highly beneficial.
- Working knowledge of Iowa HHS rules, Medicaid HCBS documentation standards, and incident reporting requirements.
- Strong analytical and organizational skills.
- Ability to conduct onsite facility reviews and travel to agency locations.
- Proficiency with electronic documentation (Therap preferred).
