To qualify for the NH-03 level, specialized experience must be at the NH-02 or GS-11 or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:The application of the full range of principles, concepts, and methodologies related to the quality assurance functional programs.Establish process measurement points and statistical techniques/methods to measure, analyze, and continuously improve processes.Experience applying process-related practices, methods, and techniques such as statistical analysis; control and sampling; process proofing; and quality data analysis, to evaluate Government and contractor data and determine contractor compliance with the many aspects of quality control.Perform investigations of defective material for cause and corrective action and initiate process improvements with the contractor as needed.EducationSubstitution of education may not be used in lieu of specialized experience for this grade level.
