This project aims to connect the Gulf of Mexico to the Pacific Ocean with a railway that could be a cheaper and faster alternative to the Panama Canal. The project includes:

• Rehabilitating the Tehuantepec Railway, which was built in 1907 but fell out of use after the Panama Canal opened
• Modernizing the ports of Coatzacoalcos and Salina Cruz
• Building 10 industrial parks to encourage economic development
• Extending the line to reach the Dos Bocas refinery and the Guatemala border
• Gulf Coast passenger rail project
• This project aims to revitalize passenger rail service on the Gulf Coast. It includes:
• Aligning state and local support for the project
• Negotiating an operations agreement and station site lease with Amtrak and the Mobile City Council
