This is a full-time position with the Department of the Military. For more information on the Department of the Military, please visit http://military.sd.gov/.

The position is located in the Construction and Facilities Management Office (CFMO), South Dakota Army National Guard (SDARNG), within the State of South Dakota Department of Military. The purpose of the position is to serve as the SDARNGs primary point of contact for State of South Dakota and US Federal real property assets and agreements.

This position is responsible for all real property transactions, inventories, accounting and reporting requirements for the South Dakota National Guard. The incumbent's real property records and methods of acquisition and disposal are inspected and audited by National Guard Bureau and other Department of Defense agencies and evaluation teams. Additionally, the position is responsible for managing state and federal owned property leases, maintenance, use, and sale of real property.

This position will typically work four, 10-hour days, 6:30 a.m. to 5 p.m., Tuesday through Friday. Alternate work schedules may be considered. A majority of the work of this position is conducted in an office setting but visits to facility sites may require walking, standing, and bending to view evaluate and collect data. Incumbent must be able to work from heights to include ladders. Occasional out-of-state, multi-day travel is required to support training and workshops. Frequent in-state travel is required to conduct facility inspections. The individual selected will undergo a National Security Check to obtain a Common Access Card, and must also possess a valid driver's license.

Licenses and Certifications:
Ability to obtain and maintain a Common Access Card (CAC) issued by the federal government. Possess and maintain a valid drivers license.

The Ideal Candidate Will Have:
A four year degree, preferably in property appraisal and/or engineering or related field, and relevant experience in property management.

Knowledge of:

  • generally accepted accounting principles (GAAP), standards, and practices;
  • National Guard Bureau, Department of Defense, and Corps of Engineers real property installed equipment and real property policies and procedures;
  • real estate activities such as acquisition, sales, leasing, facility rental, appraisal, and title examination;
  • construction requirements;
  • legal documents, contracts, title reports, sale and lease documents, memorandums of agreements, and joint powers agreements;
  • computer databases software programs;
  • technical report writing.

Ability to:

  • analyze and interpret financial records and explain errors;
  • prepare deeds, leases, mortgages, and contracts;
  • use a computer;
  • compare figures accurately;
  • manage multiple priorities;
  • problem solve;
  • establish and maintain effective working relationships with others;
  • maintain complete real property accounting records;
  • interpret policies, rules, and regulations;
  • communicate information clearly and concisely;
  • obtain a U.S. secret clearance.
