Responsibilities and Duties
OCT currently has an opening for a Records Management Specialist to work with our federal client, the United States Department of Agriculture (USDA) Marketing And Regulatory Programs (MRP) Information Technology (IT). This position reports to the Project Manager. This position is contingent upon contract award.
Day to day responsibilities will include:
- Records Management Services for (Directorate) to deploy and update records schedules, prepare transition to electronic records, and provide close out services as defined by the National Archives and Records Administration (NARA).
- Perform records management program activities like: responding to inquiries, ensuring program offices meet federal compliance requirements, analyzing inventories, and performing risk assessments.
- Provide guidance on and coordination of records creation, organization, maintenance, use, evaluation, preservation, and disposition throughout their lifecycle. Liaise with multiple program offices on records management topics.
- Provide feedback and analysis on internal and external records management governance documents, including policies and procedures.
- Assist with the development of inventories and file plans, draft and process new and updated retention schedules.
- Develop and deliver records management curricula and topics, either routine or ad hoc. Volume of records management services on an average of seven (7) work products, based upon complexity of the assignment. If unable to meet the timeline the TPOC shall be notified prior to the deadline.
- Shall respond to general records management inquiries.
- Review file plans.
- Review of other documents (SOPs, SORNS, etc.), records destruction requests, records inventories, transfer requests, scheduling requests.
- Meet timeframes established on Project Plan Form.
- Support entering, transcribing, recording, storing, and preserving information in written or electronic/magnetic form.
- Support observing, receiving, and otherwise obtaining information from all relevant sources.
- Identify information by categorizing, estimating, recognizing differences or similarities, and detecting changes in circumstances or events.
- Maintain appropriate records, computer databases, and written documents related to the organization and those being supported by the organization.
- Utilize MS Office products, to include Project and all other applications provided upon contract award.
Requirements
Requirements:
- Must be a US Citizen.
- Bachelor’s degree or higher in information management related field or equivalent combination of education and/or experience.
- At least 2 years of experience with records management.
- Detailed understanding of records management laws, regulations, and practices for federal records Management.
- Experience creating or maintaining records inventories, file plans, tracking methodologies, and retention schedules.
- Exposure to electronic records management including document or case management systems.
- Knowledge of NARA systems, ERA and ARCIS (preferred)
- Be familiar with computers and computer systems (including hardware and software such as the MS Office suite of products) to set up functions, enter data, or process information.
- Ability to plan / organize work, and excellent oral and written communication skills.
- Ability to interface with senior levels of management.
- Ability to recommend improvements to current and future team operations and processes.
- Ability to research, gather, and synthesize data.
- Ability to present conclusions and recommendations to management.
- Ability to assist in maintaining the Microsoft SharePoint site.
- Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).

Salary Range: $60,000-75,000 commensurate with experience, education, etc.
