Location: This position is located in San Jose Insurgentes, CDMX. The Regional Procurement Manager leads regional procurement planning and execution for major capital projects, and/or segments of Eastman's global capital project portfolio. The objective of the capital procurement manager is to optimize cost, schedule, and quality parameters to meet or exceed the project objectives, as well as demonstrate incremental value through negotiated cost savings, enhanced optionality, and reduced risks. Key Responsibilities Lead the development of the capital procurement management plan, including strategy definition, bidding processes, contracting, and execution alignment. Identify critical-path goods and service requirements and viable alternatives. Guide project teams in executing commercial strategies and selecting engineering and construction partners. Early Project Stages Support project cost estimation and budgeting using current pricing, benchmarking, and bid data. Develop risk profiles for long-lead items. Define negotiation strategies and contractual performance requirements. Project Execution Phase Serve on EPCOM teams as the Procurement representative for major capital projects. Lead capital buyers to ensure timely purchase orders and delivery tracking. Negotiate contracts and deviations from corporate standards when necessary. Address schedule, quality, warranty, or compliance issues by leading or facilitating negotiation strategies. Cross-functional & Strategic Responsibilities Apply deep market knowledge to shape procurement strategies. Collaborate with Sourcing, Legal, Risk Management, Logistics, AP, and other functions to maximize enterprise value. Continuously pursue cost-saving opportunities in materials, equipment, and services. Regional Responsibilities for Latin America Ensure adherence to corporate procedures and policies across all sites in the region. Define, communicate, and lead the Procurement strategy for Latin America. Supervise the team to ensure compliance with Safety, Health, Environmental, and Quality standards. Provide tools, resources, and training to ensure operational success. Set and communicate departmental goals aligned with corporate objectives. Plan and manage the annual departmental budget. Oversee timely and accurate fulfillment of internal customer needs. Represent the region within the global Procurement organization. Drive improvements in environmental performance and promote a strong safety culture. Ensure protection and support for employees reporting unsafe or non-compliant conditions. Implement the Environmental Management System (EMS), including identification of impacts, operational controls, recordkeeping, and policy adherence. Qualifications Have at least 5 years of relevant experience in the functions noted above, preferably in the chemical industry, either working for an owner or in the EPC arena. Knowledge of the SAP system – Purchasing, Warehouse, and supplier payment flow modules. Advanced English proficiency. Proficiency in Microsoft Office Suite. Bachelor’s degree (technical or business-related degrees are required, MBA a plus). Strong planning/project management skills, accountability, and follow-through. Strong interpersonal and negotiating skills. Strong communication skills (written and verbal) from blue collar to executive audiences. Strong problem-solving and data analytical skills (ability to evaluate situations with multiple complex dimensions simultaneously). GENERAL COMPETENCIES Strict adherence to safety.
