Job Description:
This RN 3 is a Registered Nurse assigned to Region 1 of the Office of Public Health and works in the Jefferson Parish Health Units (Metairie, Marrero) or any clinical setting in the region, participates in parish level health unit operations and performs all nursing duties required of professional nurses and job duties as outlined and assigned. The RN 3 serves as a lead worker over professional nurses and paraprofessionals with full time programmatic responsibility in one or more health programs. The RN 3 practices within the scope of practice designated by the Louisiana Nurse Practice Act (LRS 37;911), adheres to the policies, procedures and standards of the Louisiana Department of Health/Office of Public Health and is accountable for promoting a positive image and working harmoniously with other members of the healthcare team, reports administratively and directly to the RN Regional Manager or RN Supervisor A. functional supervision received from the RN 4 and RN Supervisor A. Supervision exercised is functional over the RN I, the RN 2, and paraprofessional support personnel.

ESSENTIAL TASKS- PHYSICAL AND MENTAL REQUIREMENTS
65% Serves as a regional staff nurse in parish health units or community based centers: established short and long term goals and work plans for OPH programs i.e. Maternal Child Health (WIC services). Sexually Transmitted Diseases (STD), Reproductive Health (RH), Immunizations, Genetic Counseling and Tuberculosis (TB). Provides nursing assessment, monitoring, evaluation, and management of patients according to Program guidelines, and OPH policies and procedures in the clinic, field, or patient home settings. Provides patient services including but not limited to physical assessments, medical histories, collects lab specimens, analyzes data and provides treatment per standing order. Provides education to patient, family and community. Follows and ensures that CLIA/OSHA guidelines and regulations are maintained within the parish health units laboratory. Assists with maintaining the assessment/monitoring of emergency equipment in the parish health unit. Participates and collaborates with Disease Intervention Specialists in contact investigations, treatment and education of individuals infected with STD.

Coordinates patient access to care, as well as referral to community resources. Utilizes interpersonal skills in a customer focused environment which includes all patients, employees and visitors.

20% Maintains accurate patient records in the Electronic Health Record (EHR). Meets designated meaningful use measures in the EHR. Enters and updates information into the EHR when needed.

*10% Provides on-call coverage, 24 hours per day/7 days a week, in the event of a declared state of emergency. Provides emergency care within the scope of nursing practice during a declared state of emergency. Participates in Emergency Preparedness and Response activities, both within the community and statewide, staffing Medical Special Needs Shelters (MSNS), Strategic National Stockpile (SNS), Bus Forward Triage, Mass Vaccination Drills and Points of Dispensing (PODS), etc. Collaborates with the Regional Rapid Response Team (RRT) and the Regional Epidemiologist as needed in response to a community outbreak or any such public health threat as they present i.e. West Nile Virus, H1N1, lead or Food-Borne illness, Chicken Pox outbreak, COVID-19, Monkeypox, etc.

5% Performs other related duties as assigned. May collaborate and assist officials, civic, private or public agencies regarding community health issues, outbreaks, and national health objectives. Provides emergency care within the scope of nursing practice. Orientates new staff, serves as preceptor to students. Participates in community outreach and health fairs, promoting public health. Responsible for maintaining CPR certification and RN licensure.

MINIMUM QUALIFICATIONS:
Possession of a valid Louisiana license or temporary permit to practice professional nursing or a multi-state license issued by a Nursing Licensure Compact (NLC/eNLC) stateplus two years of professional nursing experience.
