Job Description
Description
At Utilities One, we are driven by innovation, operational excellence, and a commitment to building the future of critical infrastructure. As a trusted turnkey solutions provider across telecom, power, water, renewable energy, and data center sectors, we deliver high-quality services that connect and empower communities. In addition to our core operations, we offer specialized consulting services that help our clients design, optimize, and execute complex infrastructure projects with confidence and precision. We believe our greatest strength is our people — a team of dedicated professionals who bring expertise, collaboration, and integrity to everything they do. Join us and become part of a growing organization where your contributions make a meaningful impact.

The Regulatory Compliance Manager is a critical member of our Engineering & Permitting team, responsible for leading all permitting strategy, execution, and compliance across multiple states and clients. You’ll coordinate closely with design, construction, GIS, and legal teams while managing relationships with municipalities, DOTs, and joint-use entities. Your expertise ensures that OSP and fiber projects move forward without delay and in full compliance with all applicable codes and regulations.

Key Responsibilities
  • Oversee the full permit lifecycle for large-scale OSP projects, including DOT, ROW, pole attachment, traffic control, and railroad permits.
  • Lead communication and negotiation with local, state, and federal permitting authorities, ensuring fast and accurate approvals.
  • Guide the preparation of high-quality permit packages using GIS data, KMZs, site plans, and engineering drawings.
  • Conduct in-depth review of Pole Loading Analysis (PLA) and Make-Ready Engineering (MRE) documentation to validate clearance and structural integrity.
  • Ensure all permits align with NESC, NEC, and customer-specific compliance standards.
  • Develop and maintain tracking systems for submission status, deadlines, expirations, and escalations.
  • Mentor junior permitting staff, review work for quality, and assist in training new team members.
  • Support cross-functional planning meetings, identifying potential permitting delays and providing solutions early in the process.
  • Collaborate with legal, compliance, and client reps on specialty or complex permit requirements (railroad, historical, environmental).

Skills, Knowledge and Expertise
  • 5+ years of experience in OSP/fiber or utility permitting with direct responsibility for multi-jurisdictional applications.
  • Proven success working with permitting agencies at city, county, and state levels.
  • Deep knowledge of joint-use policy, NESC, municipal codes, and utility regulations.
  • Hands-on experience reviewing or producing PLA, MRE, and traffic control plans.
  • Proficiency in tools such as Smartsheet, Google Earth/KMZ, Microsoft Excel, GIS platforms, and permit tracking systems.
  • Excellent written and verbal communication skills, especially with external agencies.
  • Strong leadership and organizational skills with the ability to manage competing deadlines.
Bonus Points For:
  • Experience with BEAD, RDOF, or other federally funded broadband projects
  • Knowledge of railroad, environmental, or historical preservation permitting
  • Familiarity with GIS-based permitting workflows or asset management systems (e.g., IQGeo, Vetro FiberMap, ArcGIS)

Benefits
  • Leadership opportunities within a growing Engineering & Permitting Division.
  • Long-term project visibility and career advancement.
  • Full remote flexibility with nationwide project access.
  • Company-provided technology and tools.
  • Health Insurance plans (health, dental, vision).
