Job Description: The USAFA Research Enterprise, managed by DFQ, is seeking a skilled Research Budget Analyst to support its operations, research program development, and strategic communications. The role includes overseeing research budget management, collaboration with internal and external USAFA organizations, and applying budgetary systems to ensure the proper and full use of research funds. The successful candidate will work on a wide range of budgetary tasks, utilizing key financial systems and maintaining compliance with USAFA and DoD regulations.
Key Responsibilities:
- Use automated budgetary systems such as DEAMS, Advana, CRIS, DTIMS, and FM Suite to manage research funds.
- Monitor and recommend use of research funds through monthly reviews, DAR-Q reporting, unfunded requirements (UFR) reporting, year-end closeout, and tri-annual reviews.
- Apply budgetary methods and statistical formulas to analyze current and historical research budget data.
- Prepare forms, schedules, and reports related to the obligations and expenditures of research funds.
- Conduct research budget-related training and make oral presentations to a variety of audiences.
- Collaborate with Government staff and external organizations to support research initiatives.

About You: The ideal candidate will have the following skills and experience:
- Experience: Minimum of 5 years of experience preferred in:
- Working in a USAFA budget and finance environment.
- Utilizing automated data processing software to accomplish budget and funding tasks.
- Government budgetary methods, procedures, and reimbursable funding processes.
- Identifying and analyzing factual data from accounting reports, payroll records, and other financial documentation.
- Preparing and presenting budget forms, schedules, and reports.
- Education: Minimum BA/BS degree in finance, accounting, or a related field.
- Skills:
- Experience working in a military environment, understanding rank, protocol, and culture.
- Familiarity with DoD, USAF, and USAFA instructions and guidelines.
- Proficiency in Microsoft Office and Adobe applications.
- Ability to work in a high-tempo environment, particularly within a quasi-university founded on military standards.
Desired Skills:
- Knowledge of Government budgetary practices, policies, and regulations supporting research operations.
- Ability to present budget-related information clearly and conduct financial training as needed.
