Job Description and Duties
The Research Data Specialist II (RDS II) will independently conduct more complex data analysis, data validation, data issue resolution and data support functions for Program Data Reporting Division (PDRD), Managed Care Plan Data Support Branch, Managed Care Behavioral Health Reporting Section. This will require ongoing data system and data analysis using mental health and substance use disorder data from various DHCS systems to project the need for mental health services and analyze the effectiveness of community based public mental health and substance use disorder programs and services. The RDS II has responsibility for designing and directing major complex research projects or activities. The RDS II provides expert consultative services on the feasibility, impact, or potential of a variety of State operations, projects, or proposals to interested parties. They advise management, departmental staff, legislative bodies, governmental entities, commissions, and agencies on findings related to the assigned area of research and other high-profile projects involving complex data in accordance with DHCS specifications and requirements.
Training and Development (T&D) assignments may be considered for this position for current California civil service employees. T&D assignments cannot exceed 24 months. However, successful T&D candidates may transition to a permanent appointment, if eligible at the end of the T&D assignment.

Working Conditions
In Office refers to all working days.
Hybrid refers to some working days in office and other days telework.
Telework refers to all working days at approved alternate work location.

Desirable Qualifications
- Knowledge, training and experience with software such as SAS, Structured Query Language (SQL), Business Intelligence, Business Objects, etc. and automation tools such as VBA and Python.
- Strong analytical and evaluation skills, developing processes and procedures supporting the operation of projects that are focused on behavioral health.
- Ability to effectively manage multiple projects and priorities; strong written and verbal communication, detail-oriented and meets deadlines, excellent interpersonal and decision-making skill; willingness to learn.
- Ability to work independently or in a team setting, take initiative, assume a high level of responsibility, and exercise good judgment.
