General Description This is professional work that oversees the City’s insurance, liability risk management, and related day-to-day risk activities, including worker’s compensation, property, automobile, and general liability. The position develops and implements strategies to protect City assets, employees, and the public; manages safety and loss control initiatives, and ensures compliance with applicable laws and regulations. Work is performed under the direction of the Assistant Director – HR & Risk Management. Essential Job Functions Conducts claims administration, including researching, analyzing, and responding to claimants, adjustors, attorneys, and insurance companies on lines of coverage such as workers’ compensation, personal injury, property damage, vehicle damage, costs incurred and civil rights. Oversees all claims with third-party administrators. Investigates workers’ compensation claims, including site inspections and interviews with injured workers and/or witnesses. Investigates claims involving property and general liability through site inspections, interviews, and detailed documentation; responds to resident complaints and determines liability for claim submissions to insurance carriers. Assists with negotiations, mediation, and litigation for claims, including coordination of settlements and legal support. Reviews all accident/injury reports and provides root cause analysis and recommendations. Files claims for City property damage caused by third parties and ensures timely reimbursement or resolution. Conducts regular inspections of City facilities to ensure compliance with governmental regulations and acceptable safety standards. Advises personnel and supervisors concerning safety and risk, DOT and CDL programs. Assists with the Drug Free Work Plan Program; prepares and maintains policy and procedures for Drug Free Workplace, including random and post-accident drug/alcohol testing. Assists with bid specification for insurance purchases; insurance renewals across all lines of property and casualty coverage; maintains property and equipment insurance schedules. Develops, coordinates, and participates in safety programs and training, including new employee orientation. Develops and maintains a City-wide Safety Committee, being the Chairperson. Monitors third-party certifications of insurance and contracts for hold harmless and indemnity compliance. Plans, prepares, and conducts a variety of special studies, projects, and reports. Maintains current information regarding state and federal laws, regulations and best practices of other municipalities and private employers. Serves as Safety Officer in City’s Emergency Operations Center (EOC) during natural disasters and other emergency events. Knowledge/Skills/Abilities Knowledge of local, state, and federal law and regulations as it relates to workers compensation, property and casualty insurance, safety, loss control and claims management. Knowledge of property and casualty insurance concepts, terminology and claims filing. Knowledge of risk management, loss control and insurance. Knowledge of techniques and procedures for analyzing risk and determining coverage. Knowledge of accident investigation analysis and procedures. Knowledge of federal and state laws pertaining to Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA). Knowledge of government finance, purchasing, and budgeting. Skilled in the use of small office equipment, including copy machines or multi-line telephone systems. Skilled in using computers for data entry, word processing and accounting purposes. Ability to plan, organize and use mature judgment in evaluating situations and making decisions in accordance with established policy. Ability to communicate effectively and professionally, verbally and in writing. Ability to establish and maintain effective working relationships with employees, agencies, and the public. Education, Experience, Licenses and Certifications Associate’s Degree from an accredited college or university with a degree in Management, Public or Business Administration or related field. (A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.) Licenses And Certifications Possession of or ability to obtain a valid Florida driver’s license by date of hire. All benefits are effective the 1st of the month following 30 days.
