NDDOT Hiring Salary: $7,734 / month

Summary of Work

At the North Dakota Department of Transportation, we owe our success to our people and processes. As a Team Leader in our Environmental & Transportation Services Division, you will supervise and provide leadership for the Consultant Administration Services Program Section. You will motivate and inspire your team by creating an environment that promotes positive communication, encourages team member bonding, and demonstrates flexibility.

The ideal person for this position will be a problem solver with excellent communication skills and attention to detail with previous experience in communicating with consultants and writing contracts. You will be responsible for interpretation of state and federal regulations for procuring engineering services and negotiating contracts. You will represent NDDOT in working with consultant firms and building professional relationships. Must be able to understand work directives, apply judgement, make decisions, and convey in writing the necessary actions to resolve contract issues.

Primary duties associated with this position are as follows:

  • Know and apply the requirements of the federal and state procurement laws for the hiring of architect, engineer, land surveying and related services.
  • Know and possess a working knowledge of the project development procedures and processes for preliminary and construction engineering.
  • Research, analyze, report, and make recommendations to management related to consulting services contracts.
  • Assess existing and proposed legislation and regulations; recommend or develop strategies for compliance or formulate comments on proposed regulations.
  • Provide and facilitate presentations or trainings on consultant procurement related topics.
  • Prepare scope of services and request for proposals, obtain federal authorization, and publish proposals for consultant services.

Minimum Qualifications

  • Two-year degree in Civil Engineering Technology or similar.
  • Two years of contracting experience.
  • Two years of experience interpreting construction plans and specifications or other engineering related documents.
  • Two years of supervisory experience, preferred.
  • Proficient in Microsoft office suite programs.
  • Requires a class D drivers license for travel to meetings and project locations.

Preferred Qualifications

  • Licensed as a Professional Engineer.
  • Four-year degree in Engineering or similar.
  • Two years of supervisory experience.
  • Experience in contracting standards for State and Federal codes.
  • Excellent communication skills including public speaking and technical writing.

This position is eligible for a hybrid work schedule, with a work location in the Bismarck/Mandan area and will require a minimum of three days working in the office.

Employment of the selected candidate will be contingent on satisfactorily completing the interview process and reference check.
