Statement of Work Details
Provides executive experience needed to conduct needs assessments and develop recommendations for improvements of current operations.
- Analyze current processes; develop strategies to improve them.
- Provide advisory services on a full range of issues relating to administrative management and operational support of the Division. 1
- Provide leadership for and coordinate the overall strategic direction and planning for the program.
- Conduct and perform current state assessments; perform gap analysis; target 'as-is' state development and formulate the to-be state with associated execution strategy and roadmap project schedules.
- Conduct interviews with staff to provide recommendations and options for the appropriate alignment of people, functions and structure.
- Provide analyses, evaluations, technical assessments, feedback and support in the planning and implementation of activities.
- Collaborate with staff on program development, contract management, and Institute operations.
- Make recommendations on aspects of efficiency and continuous process improvement.
- Plan and implement solutions to address gaps and improve performance related to general management practices, management of scientific projects and programs
- Provide recommendations and options for the appropriate alignment of staff, functions and structure.
- Analyze emerging challenge areas and deliver advice to management and staff, especially the Scientific Director, in support of the execution of the day-to-day operations of the Office of the Scientific Director. Work with Scientific Director to implement the new NCATS Strategic Plan, including support the Scientific Director's development of new policies, procedures and IT systems to support efficient operations. Liaise with frontline DPI leadership and staff, to ensure that concerns and proposals are elevated the Scientific Director in a timely and organized manner. Support the SD with facilities issues. Work with the SD on MOU for Clinical Director as needed. Assist SD by working with trainees who bring concerns to the attention of the OSD (work with OITE, mentor, and T/E lead). 3
- Orchestrate annual workforce planning activities - get input from Branch/Core Directors; work with SD to prioritize and work withAOs to implement. Coordinate the OSD annual budget planning, including: Travel delegated data collection; work with SD to review/approve requests; ensuring the travel principles are followed; Equipment- work with committee to prioritize requests; Service Agreements- implementing SD principles regarding service agreements; focus on service agreements for Core functions/shared resources; no agreements if there are multiples of the same equipment (redundancy); programs pay for agreements if they are the only users.
- Provide strategic management planning and execution, business management, strategic planning, process improvement, metric assessment and measurement, acquisition planning, program management and governance. 2
Collaborates with other professionals to develop recommendations for current and future initiatives.
- Work with staff to draft Statements of Work (SOWs) and Performance Work Statements (PWSs).
- Provide creative counsel on data reporting and formatting.
- Provide advice on emerging issues affecting the Institute's research mandate.
- Provide advisory services and staff support to executives and senior managers on a full range of issues related to the support of all divisions and centers.
- Respond to public inquiries in consultation with staff.
- Assist the Scientific Director, DPI leadership, and staff in the coordination of key meetings, including the Scientific Director's preparation for the annual DPI presentation to the NCATS Council (in May every year). Additionally, work with SD Executive Assistant to plan/prepare for the quarterly "All Staff" Meeting; work with SD to develop agendas for the monthly "Leadership Update" meeting; attend the SD's monthly meeting with Branch Directors and capture action items and provide follow-up assistance with implementation; attend biweekly meetings with DPI/OSA/NCATS leadership; chairing the meeting and reporting on the DDIR's SD/CD meeting in the absence of SD; and work with SD to coordinate who from DPI will present for the monthly NCATS Directors meetings. 4
- Provide executive-level guidance in support of the work of the Director of Quality and Reporting, including formulation of new strategies to address sensitive and complicated issues (this office has significant responsibilities for responding to data calls, ZIA reporting, records management, the intranet, SBIR contracts, acquisition of equipment and service agreements, DPI tours, the Ad Hoc
- Scientific Review Process (ASR), Executive Secretary for Opportunities Committee, NIH IRB, etc.) 5
Advises management and staff on formulation of new strategies and sensitive or complicated issues.
- Work with staff to build and guide the execution of individual project plans for prioritized initiatives; manage and track the status.
- Participate in education activities; provide expert input; advise program staff on the design and implementation of new programs; review research portfolios; identify potential gaps for new research opportunities.
- Collaborate with staff on the alignment of any proposed changes to enhance the delivery of services and organizational development within the Institute.
- Work with staff to strategize about future budgeting; provide written recommendations concerning strategies for future budgeting.- Work with staff to develop policies for programs, including engagement, informed consent, enrolment, return of results, and sample governance.
- Work with staff to define a target state for the organization, processes, tools and technology required to meet the evolving needs of the Institute, including responsiveness to scientific and technological advances.
- Oversee the conception and implementation of current and future strategic directions for all aspects of the project, including an RDoCstrategic plan.
- Help coordinate DPI HR activities. Work with AOs to orchestrate the annual workforce planning process. Work with Branch/Core
- Directors and SD to identify hiring/conversion priorities. Work with AO to implement hiring people into approved slots. Meet with HR. Analyze comparable salaries to allow for the SD and DPI leadership to make salary recommendations. Review memos to ensure consistency, correct grammar, ensure accuracy of descriptions of scientific accomplishments, ensure the requirements of the hiring mechanism are adequately described in the memo (e.g. scientific productivity, recognition in the field, etc.). Coordinate review of Promotion requests. Leverage the Quad Reviews to identify individuals to be considered for promotion to Staff Scientist 2 (and rarely recruitment of a Senior Scientist). Work with Branch/Core Director and SD to identify candidates. Work with AO to complete HR packages e.g. salary recommendations, review memos (as above). Facilitate SD review of pay increase requests - includes exceptional pay, spring, and quad increases. Monitor comparable salaries (required by NIH Equity Committee). Work with Branch/Core Directors and SD to determine who should be considered for pay increases. Work with AOs to complete packages as above. Attend regular meetings with AOs and HR to stay abreast of HR actions. Additionally, work with the required stakeholders to execute recruitment of Senior Scientists, including working with the SD to identify potential candidates e.g. identify "new or expanded" program to be implemented; working with AOs on creating the required HR package including description of the new program, draft ad, search committee, etc.; track progress of approval from Bldg. 1.; attend Search Committee kick-off meetings; during Title 5 Exhaustion, support the review of applications, and assist appropriate management official/s in the assessment of candidate quals; and assist with drafting justifications for non-selection (if appropriate). Support T42 recruitment activities, including working with SD and SD's EA to orchestrate interviews of candidates referred by the search committee and reviewing review final appointment package drafted by AO. Finally, work with AOs and NCATS leadership to help prepare for the SD Review (every 6 years).
- Other miscellaneous activities include: assisting with the orchestration of recognition of staff through awards; Interacting with DDIR regarding Team Science and other policy issues; monitoring Drug Enforcement Agency (DEA) Registration; reviewing and coordinating approval of Form 3000 for scientists who are leaving so they can take data with them; coordinating the SD PMAP; working with SD and IC consultants to support implementation of the Cohort Coaching Training Program, annually; analyzing annual FEVs data and drafting suggested implementation change/initiatives based on findings; leveraging IC consulting contract in support of retreats and other organizational development initiatives; supporting the SD with implementing common PMAP elements for Branch/Core Directors; supporting the execution of the Ad Hoc Scientific Review including coordinating the day-to-day logistics implementation to the Director Q/R; prior to SD signature, reviewing Letters of Support written by DPI scientists that commit DPI resources for collaborators' grant applications; implementing the new Resource Commitment Letter Hub () to improve the efficiency of this process; pre-reviewing publications and abstracts for the SD and serving as the "fact finder" on behalf of the SD for authorship disputes; and coordinating DPI's accountability to the NIH Equity Committee (NEC).
Works with staff to develop and implement new and proactive programs geared to specific audiences.
- Provide broad support of the Institute's agenda, including strategic and tactical activities, and executive-level interfacing.
- Determine solutions to overcome barriers, fill needs, respond to scientific opportunities and develop collaborative solutions.- Provide input on complex inquiries.
- Review budget spreadsheets and answer questions related to the budget,
- Perform technical review and conflicts analysis on a range of ethics issues such as financial disclosure, advisory board membership and preclearance of candidates for employment.
- Provide recommendations for internal management, risk assessment and deployment of assets.
- When called upon, serve as an expert contributor to key committees: Committee for Scientific Conduct and Ethics (CSCE); DDIRSD/CD meetings; BSC Coordinators group; XCom meetings; Promotion Review Panel (PRP); Search committees for senior positions across NCATS; Inclusion, Diversity, Equity, Accessibility (IDEA) Council; OSA-led Technical Evaluation Committee (TEAC); Student Loan Repayment Program (SLRP)/Academic Degree Program; Safety Committee; Project Tracking system to integrate systems e.g.
- Publication/Presentation Clearance system and Office of Strategic Alliances (OSA) Agreement System; Biweekly meetings with the T/ E team to stay abreast of their work with DPI trainees; Women Scientist Advisors; Opportunities Committee; and Software License and
- Service Agreement working group.
Conducts research and analysis to proactively address and respond to inquiries on various policies and issues.
- Prepare and lead presentations about program to NIH leadership, recruitment venues and meetings.
- Lead and/or attend and participate in working groups, meetings and conferences.
- Develop methods and practices to evaluate the effectiveness of education, outreach and engagement programs.
Coordinates and advances professional development and research done by others in areas where other mechanisms may not be optimal due to time constraints or other issues.
