1. At least seven (7) years of experience within the last ten (10) years working as a Business Analyst with large organizations, leading or participating in the technical implementation of software/systems/applications automating complex business processes, performing all of the following:
a. Assessment of analysis scope and tasks
b. Planning business analysis tasks
c. Facilitating joint application design (JAD) and/or collaborative design sessions
d. Elicitation, definitions and documentation of various business, user, and system requirements
e. Analysis for business process improvement, application design and workflow automation
f. Modeling and documenting functional designs
g. Leading and working within cross-functional teams that include business subject matter experts, application architects, developers, and testers

2. At least seven (7) years of experience within the last ten (10) years producing business analysis deliverables such as:
a. Business requirements and business rules
b. Functional requirements and/or functional specifications
c. Non-functional requirements
d. Stakeholder requests
e. Procurement documentation
f. Transition plans and/or implementation requirements
g. Traceability matrices

3. At least three (3) years of experience using Application Lifecycle Management tools such as HP ALM, Rational Requisite Pro, or Jama Software to document functional and non-functional requirements, design specifications, test cases and defects, and provide full traceability for projects.

Desirable Technical Qualifications
1. Experience as a Business Analyst at a State or Federal agency.
2. Experience as a Business Analyst leading or participating in the technical implementation of data
governance, data solution services, or pension/retirement-related software development projects.
3. IIBA Certified Business Analysis Professional (CBAP or CCBA). Client may request a copy of certification.
4. Experience acting as a project manager for software development or implementation projects.
5. A Bachelor degree in Computer Science, Computer Engineering, Management Information Systems or related fields from an accredited or government-sanctioned college/university. Client may request a copy of degree.
