Job Description:

  • Under limited supervision, facilitates, coordinates, and supervises the counseling and case management aspect in multiple social work service programs administered by the City Social Services Department including protective services for adults and children, foster care and/or quality performance initiatives. May coordinate specific services provided by the department with overall responsibility for the daily activities and outcomes. Tasks include screening clients and explaining multiple social work service programs, determining and pursuing necessary action to meet client needs, counseling clients, and providing or assisting in obtaining access to necessary human services assistance, assessing and making recommendations for improved work quality. Maintains various records and case files. Prepares required reports.
  • Manages the recruitment, training, certification and maintenance of records for LDSS Foster Parents. Participates in the development of program guidelines by serving on various committees and teams and developing and implementing and monitoring programs. Establishes training sessions by preparing training materials, programs, modules and aides, researching, studying and interpreting various concepts. Planning, developing and monitoring the budget.
  • Manages programs by assessing program needs, evaluating their performance, providing support to foster families. Identifying and matching appropriate placements for foster care youth in need of a placement that will meet their emotional and behavior needs. Explores alternatives to foster care placement by interviewing parties to determine placement options, assessing the immediate risk to children and preparing referral information for the appropriate parties.
  • Oversees and facilitates family partnership meetings. Coordinates the schedule and monitors the certification of trained staff. Responsible for ensuring the quality of this service and compliance with policy to ensure the efficacy of the model within the agency.
  • Quality assurance functions include conducting quality-related reviews of client records in family services program areas, reviews programmatic performance evaluating internal quality standards and state standards to ensure proper implementation of state mandated protocols, policies and initiatives. Audits case files and attends meetings as needed to assess ongoing case practices are consistent with the Childrens Services Practice Profiles. Monitors agency compliance with state benchmarks. Recommends action steps for quality improvement and best practices in family services program area. Conducts ongoing training for family services staff to ensure agency personnel are implementing best practices related to family engagement and foster care prevention.
  • All other duties as needed and may include supervisory responsibilities in child welfare programs.
  • Provides program specific after hours hotline coverage.

Minimum Qualifications:

  • Bachelors degree in a human services field or bachelors degree in any field plus two years of related human services experience
  • Requires a valid drivers license
  • Ability to screen clients, explain multiple social work service programs, determine and pursue necessary action to meet client needs, counsel clients, and provide or assist in obtaining access to necessary human services assistance, assess and make recommendations for improved work quality.

Preferred Qualifications:

  • Masters degree in the Human Service field with moderate to extensive experience in the same
  • Prefer working knowledge of case management and crisis intervention practices and experience managing caseloads involving vulnerable populations
  • Prefer moderate working knowledge of VDSS in the following areas: foster care casework, family partnership meeting facilitation, continuous quality improvement or utilization review management in a family & childrens services agency
  • Prefer experience with foster parent training and recruitment
  • Prefer experience handling progressively enhanced assignments routinely
  • Prefer candidates with experience performing on-call duties

Special Requirements:

  • Applicants may be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and/or pre-employment drug screen.
