Job Description: We are seeking an experienced Senior Financial Analyst to support the U.S. Army Medical Research and Development Command (USAMRDC) at Ft. Detrick in Frederick, MD. This role requires strong financial analysis skills, expertise in the Army General Fund Enterprise Business System (GFEBS), and experience in developing dashboards and advanced data analytics. The ideal candidate will be responsible for ensuring financial structure compliance, executing variance analysis, and monitoring work breakdown structures, while supporting the DCSRM (Deputy Chief of Staff for Resource Management).

Key Responsibilities:

  1. Financial Reporting & Analysis:
    • Deliver monthly financial reports including compliance, variance analysis, and budget summaries.
    • Provide advanced financial reporting and analysis for all funds within USAMRDC.
    • Monitor and ensure accurate and complete financial structure compliance.
  2. Budget & Fund Management:
    • Develop financial structures and project structures using GFEBS.
    • Support development of USAMRDC-wide Work Breakdown Structure (WBS) and monitor compliance.
    • Continually monitor and report on program funds, including budget, commitments, obligations, and expenditures.
  3. Dashboards & Data Analytics:
    • Utilize MS Excel VLOOKUP and other tools for programmatic analysis of financial data.
    • Develop dashboards and analytical tools to support DCSRM staff with budgeting, financial execution, cost analysis, and solvency reviews.
  4. Trend Analysis & Reporting:
    • Analyze trends and report on changes impacting operations.
    • Prepare ad hoc reports and provide a summary of financial conclusions, including highlighting areas for improvement.
  5. Process Improvement:
    • Assist in documenting DCSRM processes and procedures.
    • Serve as a Subject Matter Expert (SME) for GFEBS Business Intelligence (BI) reporting.
    • Assist with executive-level directives and responses to taskers.

The successful candidate will provide the following key deliverables:

  1. Monthly Financial Structure Compliance Report
  2. Monthly Budget Execution Variance Analysis Report
  3. Quarterly Budget Build Analysis Report by Fund Center
  4. Weekly Funding and Execution Status of Funds Report
  5. Monthly Program Summary Funding Report and Presentation
  6. Monthly Funding and Execution Status Presentation
  7. Ad Hoc Financial Analysis and Presentations

  • Active Secret Clearance is required.

Preferred Skills:

  • Knowledge of USAMRDC or similar organizations.
  • Strong communication skills, both written and verbal, with the ability to present complex financial data to leadership.
  • Detail-oriented with strong organizational skills.
