Position Description :
If you love high profile and challenging projects supporting the U.S. Marine Corps, Serco has a great opportunity for you! The Senior Operations and Exercise Planner will be part of a dynamic team serving at the headquarters, Marine Corps Forces, Pacific (MARFORPAC). This position will be seat in Hawaii (Camp Smith).

This position is contingent upon your ability to maintain a TS/SCI level clearance.

The Operations and Exercise Planner will support the Marine Corps Forces, Pacific G-3 in synchronizing and integrating campaign plans and orders with the design, planning, preparations, execution, and evaluation of joint, combined, and Service level exercises. The analyst provides subject matter expertise in current and future operations planning efforts along. You will provide technical expertise to ensure campaign plans and exercise plans are mutually support and facilitate the necessary campaign of learning to achieve command and USMC objectives. In addition, the analysts will provide critical technical support as needed to MARFORPAC for all official exercise activities related to joint and combined training and joint exercises life cycle (JELC) planning.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $109,087.51 - $177,266.91; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.

In this role you will:
  • Monitor and review strategies, doctrine, policies, directives, and instructions and makes recommendations to ensure compliance and/or consideration in planning efforts.
  • Provide subject matter expertise for current and future operations planning efforts and initiatives managed by INDOPACOM.
  • Assist operational planning team leaders with planning efforts across the MARFORPAC staff.
  • Ensure synchronization of staff actions and effects to achieve objectives.
  • Provide written recommendations and planning analyses to support G-35 MAGTF exercise planners in the implementation of the MARFORPAC Campaign Plan, the Commandants Planning Guidance (CPG) and Force Design 2030.
  • Employ the Marine Corps Planning Process, design and frame planning analytical efforts and provide written recommendations in support of competition, crises, and contingency operations.
  • Draft execution orders and prepare briefs to transmit planning efforts to higher, adjacent, and Marine subordinate commands.
  • Develop the Master Scenario Even List (MSEL), training plans, and training related materials. Support the development of the MSELs for exercises that are required in order to meet training objectives. Assist with the integration of the MSELs into the MSEL synchronization tool for exercise events.
  • Develop recommendations regarding the design of Joint and Service exercises in order to maximize the impact of the event in the training continuum of MARFORPAC and its subordinate commands in support of OPLAN based critical tasks.
  • Provide recommendations in the development of exercise scenarios that enable the terminal training objectives to be achieved in the most unencumbered format to maximize the training value of the event.
  • Develop briefings, transitioning concepts to execution, and assist in the coordination of joint operational planning in support of training, exercises, combat, and contingency plans and operations.
  • Assist in the development of the announcements and tasking documents organizing the team in support of the framing of exercises. Provide expertise in development of written documents as well as briefing presentations to command leadership to capture the desire end state and path to achieve it though the plan of action and milestones (POAM) developed for exercises.
  • Support the multiple operational planning teams (OPT) and integrated planning teams (IPT) required to work through the myriad of issues in managing JELC.
Qualifications:

To be successful in this role, you will have:

  • An interim TS/SCI clearance is required to be considered.
  • Bachelor's Degree.
  • 10+ years of operations planning and execution experience.
  • Critical thinking and analytic skills.
  • Well-developed oral and written communication skills.
  • Comfortable working with a wide range of stakeholders and functional teams.
  • Advanced proficiency with groupware applications (e.g., SHAREPOINT, MS Teams) and the Microsoft Office suite (e.g., MSWord, Power Point, Excel, etc.).
  • 10% travel required
Additional Desired Skills:
  • Previous experience working at the MEF/MARFOR level.
  • Prior emergency management experience.
  • Advanced knowledge/experience with the military planning process including the Marine Corps planning process.
  • Understanding of USINDOPACOM organization, command relationships, assigned commands, and direct reporting units.
  • Familiarity with theater OPLANs and CONPLANs
  • Expertise or familiarity with the following processes and systems:
    • Joint Exercise Lifecycle (JELC)
    • Training and Exercise Employment Planning (TEEP)
    • Command and Control of the Information Environment (C2IE)
