This is a professional position that performs tactical and strategic information technology work that requires the employee to produce expert analytical and technical work products in support of Polk County divisions and other affiliated government organization’s computerized networks. The employee must be able to solve complex business problems with technical solutions and identify and resolve complex technical work problems. Work requires creative and original thinking, working with technical staff and senior management to determine hardware, software, and system functional requirements to maintain operations and production, as well as achieve business objectives. Required skills include expert proficiency in planning as well as coordinating and implementing one or more of the following areas: data networking (LAN, WAN, Internet, wireless, and broadband), network infrastructure, Storage Area Network (SAN), server virtualization (VMware or Hyper-V), server administration (blade, rack, tower), Windows Server administration (2019 and/or greater), or security administration. Demonstrated expert-level project management skills and knowledge of Project Management Methodology and best practices as a team player capable of mentoring junior team members effectively. The Senior Network Analyst for Microsoft 365 Cloud Services plays a critical role within the Network Operations Team with ownership of Exchange, Teams, SharePoint, OneDrive, and non-identity M365 policies and compliance. This position is responsible for the design, security, availability, and ongoing optimization of the Microsoft 365 ecosystem across the organization. This role goes beyond day-to-day administration and focuses on tenant architecture, identity and access strategy, security posture, automation, governance, and cross-platform integrations. This position serves as a technical authority for the Microsoft 365 ecosystem, partners closely with security, infrastructure, leadership teams, and drives modernization initiatives using Microsoft cloud technologies. Illustrative Duties Messaging and Collaboration Services Manage Exchange Online configuration and operations, including: Mail flow configuration Transport rules and connectors Shared mailboxes and resource mailboxes Administer Microsoft Teams: Teams and channel lifecycle management Configuration of Teams policies and settings Support for meetings and collaboration features Manage SharePoint Online: Site collections and hub sites Permissions management per established governance models Storage allocation and optimization Support OneDrive for Business usage and storage management. Governance and Lifecycle Management Enforce Microsoft 365 governance standards related to: Site and team creation Naming conventions Retention configurations as defined by policy owners Manage lifecycle processes for: Teams, groups, and SharePoint sites Mailboxes and distribution lists Ensure configuration consistency across the tenant. Public Sector Records and Collaboration Support Support collaboration services in alignment with public records and records retention requirements as defined by policy and legal teams. Project and Modernization Support Lead or support Microsoft 365–related projects, including: Platform upgrades and feature rollouts Tenant consolidations or migrations Collaboration platform modernization initiatives Evaluate new Microsoft 365 features and provide impact assessments and recommendations. Coordinate with vendors, consultants, and Microsoft support as needed. Tier 3 Support and Technical Leadership Serve as escalation point for complex Microsoft 365 operational issues. Perform root-cause analysis and implement corrective actions. Provide technical guidance and mentoring to junior staff and service desk teams. Maintain technical documentation and operational runbooks. Additional Duties Interacts with clients and agencies to review new and modified requests for hardware, software and network systems for adherence to documented standards. Ensures that all LAN, WAN, server, data storage, and associated personal computer related equipment is maintained in a good state of repair. Assists the IT management staff in developing short- and long-range recommendations of LAN, WAN, server, data storage, and personal computer networking needs. Performs needs assessments to assure appropriate justification for technical improvements and/or modifications. Submits information necessary to prepare portions of the IT budget and other user division budget information which pertain to networks and personal computers. Assures that all county networks are compatible with, and can effectively interface to one another, including systems in use by the constitutional offices. Provides connectivity between the Board of County Commission platforms and other platforms interfaced to the county. Monitors activity on all network systems and segments, perpetuating efficient online services. Participates in periodic capacity plans of the network traffic and takes necessary actions to maximize the availability of the online network. Identifies cost savings initiatives and opportunities for technology consolidation. Keeps abreast of new technologies for increased efficiency and productivity. Sets up procedures for reporting and ensuring timely response to network and personal computer operational problems. Make evaluations and determinations of equipment repair needs, identifying problems and ensuring that matters are corrected. Performs technical leadership as a key team leader fostering commitment, team spirit, pride and trust. Facilitates and fosters open communication and cooperation between stakeholders within the organization and with customer groups ensuring a positive teamwork environment. Serves as a principal technical leader and exercises leadership to define and implement organizational initiatives that foster high quality service.
