The Senior Policy Analyst (HSC4) serves in the Prevention and Community Health Division and reports to the Policy & Rules Manager. The position represents the assigned program to public and elected officials on issues of high visibility and/or sensitivity. This position provides expert policy planning and development and leads the policy work for the Office of Healthy and Safe Communities. This work includes community-based prevention, injury and violence prevention, and cancer prevention and control.


Responsibility Highlights:
  • Support the policy goals of the division by serving as agency policy expert for the Office of Healthy and Safe Communities (OHSC).
  • Coordinates the development and implementation of office policy priorities with knowledge of evidence-based interventions, and current literature on promising practices and policy trends in the field.
  • Develops formal responses to inquiries from the governor, state or federal legislators/staff, constituents, groups, or public based on information gathered from ID technical experts and managers.
  • Review proposed legislation, create concise and complete bill analyses, draft messages to legislature and testimony for the department, observe and report on hearings.
  • Developing proposals, including proposed rules, legislation and supporting documents that solve problems, or meet other program needs.
  • Provide timely and appropriate training to division staff regarding policy activities.
  • Guide and assist with project management of meeting legislative mandates.
  • Writes and edits regulatory language for office-specific laws and rules.
  • Uses data to analyze appropriate policy and regulatory options, assisting program staff and agency economists in developing required economic analysis.
  • Collaborates with division and agency staff, State Board of Health, and partners to develop and coordinate internal and external communications for rule making projects.

Work Location and Flexibility:
This Flexible/Hybrid position is based in Tumwater, WA. Flexible/Hybrid positions offer a combination of work location options, including tele-work, in-person collaboration, and drop-in workstations at the Tumwater office. Employees will be supported in deciding where they do their best work.

Communicates and collaborates effectively with diverse audiences and has excellent presentation skills. They are adaptable to various situations and people and know how to appropriately approach sensitive or high-visibility issues. The ideal candidate can strategize and analyze problems to find the best solution and is experienced in applying quality improvement tools.

Required Qualifications:

  • OPTION 1:
    A bachelors degree or higher; AND two (2) or more years of demonstrated experience analyzing policies and/or legislation for a public agency, non-profit, or other organization.

OR

  • OPTION 2:
    Five (5) or more years of demonstrated experience analyzing policies and/or legislation for a public agency, non-profit, or other organization.

AND (also required)

Demonstrated experience in the following:
  • Knowledge of state government, the legislative process and rulemaking activities.
  • One (1) year of research and analysis experience.
  • One (1) year of experience writing reports, documents, or other technical materials for large or diverse audiences.
  • One (1) year of experience managing projects or coordinating bodies of work.
  • One (1) year of experience collaborating with internal and/or external partners.

Desired Qualifications:
  • A masters degree with major study in public health, public policy, public administration, law, or closely allied field
  • Advanced knowledge of conventions and standards in policy writing.
  • Experience working with diverse partners on politically sensitive or other complex issues.
