This opportunity resides with Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR), a business group within HIIs Mission Technologies division. Who We Are

HII-Mission Technologies is currently seeking an experienced Senior Program Manager for a single award ID/IQ type contract providing analytic personnel and innovative technology solutions to a variety of mission partners, including CCMDs, U.S. Armed Forces, Law Enforcement, and Intelligence Agencies. The PM will direct the overall program and individual project leads. The work involves interfacing with multiple customers and developing and managing plans across subcontractors. This is a flexible contract that is intended to provide technology and personnel to CONUS and OCONUS locations. The PM will be responsible for the cost, schedule, and technical performance of the program. The PM can work remotely and will be supported by a full-service Program Management Office as well as a technical and operational team of key personnel. This is a 5-year program that will exceed $750M.

What You Will Do

  • Provide management and oversight of all activities and serves as the primary interface and Point of Contact (POC) with the COR and the customer Technical Point of Contact (TPOC).
  • Responsible for managing and overseeing the activities of all contractor personnel as well as subcontractors and teaming partners.
  • Provide management, direction, administration, quality assurance, and lead execution of this task order.
  • Provide/oversee the agile development of technologies, utilizing innovative concepts from academia and the DoD, based on the assessment of emerging potential threats that allow the U.S. to mitigate those threats. Additionally, oversees the development of threat emulation technologies to enable assessment of U.S. system vulnerability to those threats.
  • Provide and manage expert support in Tactical, Operational and Strategic level military operations, intelligence, qualitative and quantitative research and analysis, and operations-intelligence fusion and analysis to support the integration of emerging technologies enhancing U.S. and coalition forces.
  • Provide capabilities in identifying, mitigating, deterring, and suppressing threats and hazards in the spectrum of operational environments from exercises to deployed hazardous duty/combat zone operations.
  • Provide operational and analytical support services in CONUS, the Combatant Command (CCMD) Area of Responsibility (AOR), and locations globally at all levels of Command.
  • Oversee the development of technology application and threat training curricula and provide training support to customer personnel; CCMDs and their conventional and special operations forces; North Atlantic Treaty Organization (NATO) and Coalition forces (through U.S. elements) when requested; CCMDs; Interagency partners; and other mission partners.
  • Synchronize, coordinate, and facilitate technology application and threat training support across multiple geographic locations including home stations, Combat Training Centers (CTCs), the Military Services high-throughput training venues, and select sites in theater as authorized.
  • Provide expertise and coordination, to operationalize and transition technologies from Research and Development (R&D) into a full acquisition in a controlled and deliberate manner.

What We Are Looking For

  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
  • Progressive management experience to include managing 150+ personnel, and a contract or portfolio exceeding $200M annually.
  • Experience managing technology innovation projects.
  • Current Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • 5+ years of experience managing projects with Status of Forces Agreement (SOFA) requirements, regulations, and processes, specifically for Germany, Southwest Asian countries, and various African countries.
  • 5+ years of experience managing projects and/or programs with multiple OCONUS performance locations.
  • Clearance: Must possess and maintain a Top Secret (TS) clearance with SCI eligibility.

Preferred: Bonus Points For...

  • 17+ years of relevant progressive experience managing similar size, scope, and complexity with a Masters Degree in a Technical field.
