This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the NIAA delegate.

Where a non-ongoing specified term is offered, this would be for an initial period of up to 12 months, with possibility of extension up to a maximum period of two years.

A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

The Opportunity

The NIAA People Branch is a responsive, trusted and reliable partner who provides valued human resources advice and services to enable high performance across the Agency.

We are seeking a motivated, professional person with relevant skills and experience to fill the role of Senior Recruitment Officer. We are seeking candidates with strong attention to detail who are capable of delivering practical, accurate and often complex advice. Our Recruitment Team supports a diverse and geographically dispersed Agency, with an on the ground presence in every Australian state and territory.

To be successful, you will demonstrate technical skills and have in-depth knowledge of relevant HR systems, employment frameworks and legislation. You will need to be comfortable with influencing and negotiating, interpreting policy and be adept at building relationships with internal and external stakeholders.

People Branch works collaboratively and therefore the Senior Recruitment Officer will also assist across the teams functions including entry level programs, SES Unit and more broadly across the branch as required.

The APS 6 Senior Recruitment Officer is responsible for:

  • leading and building a cohesive team by establishing clear work expectations, systems and processes
  • responding to complex enquiries, providing tailored advice on recruitment options and services, to staff about attraction, recruitment and onboarding
  • conducting recruitment consultations with business areas to offer tailored and targeted solutions for recruitment and resourcing needs
  • assisting business areas with advice on marketing and advertising their vacancies utilising the Agencys employee value proposition
  • providing best practice recruitment advice including understanding of identified positions and affirmative measures
  • undertaking research, checking legislation, policy and precedence and drafting of accurate and complex advice
  • completing personal work allocations and offer assistance, guidance and mentoring of other team members, to ensure team performance goals are met and quality is maintained
  • drafting papers, executive correspondence and ad-hoc data and reporting as requested
  • planning and coordinating team workflow and management of priorities
  • identifying and leading improvements to the Recruitment Teams service offering and assist with the delivery and management of projects
  • encourage and support ongoing learning and development opportunities for the team.

  • research, interpret and apply recruitment legislation and policies

  • have experience in collaborating and developing innovative strategies and approaches
  • possess excellent project management skills and the ability to identify continuous quality improvement opportunities
  • have a proven ability to exercise good judgement and risk management skills
  • be innovative, consultative, resilient and personally accountable for the quality of advice and the delivery of results
  • have strong written and verbal communications skills
  • manage complex relationships and escalated queries, cases or issues including handling sensitive information
  • be self-aware, culturally competent and foster respect and inclusion in the workplace
  • demonstrated ability to supervise and guide a small team including mentoring and coaching
  • lead by example and promote the APS Values and code of conduct, as well as the NIAA values and behaviours.

Relevant HR qualifications or AHRI certification are desirable, but not essential.

This position is required to liaise with Aboriginal and Torres Strait Islander peoples, communities and service providers. You will require cultural competency, including:

  • demonstrated ability to communicate sensitively and effectively with Aboriginal and/or Torres Strait Islander peoples.
  • demonstrated capability and commitment to continue to develop cultural competency.
