In addition to performance-based merit increases, this position is scheduled to receive a salary range increase on the following date:
Effective June 28, 2024 4.25% increase
Effective June 27, 2025 4.00% increase
Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is open to the public and is being held to establish an eligible list to fill current and future Senior Safety Specialist vacancies within OC Waste & Recycling, the County of Orange, Office of Risk Management and/or other County of Orange agencies. The Department

OC Waste & Recycling (OCWR)

is an organization dedicated to providing waste management services, protecting the environment, and promoting resource recovery in order to preserve the life of our landfills and ensure a safe and healthy community for current and future generations. OCWR operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, material recovery (metal, mattresses, green waste), three compost facilities, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and is committed to its exceptional record of regulatory compliance and excellence.

The Opportunity
The Senior Safety Specialist for OC Waste & Recycling will support an employee-driven safety culture while collaborating with Site Designated Safety Representatives to develop and administer staff training on various safety topics in multiple areas such as Cal/OSHA regulatory programs, heavy equipment operation which includes the use of simulator as necessary, accident investigation, high hazard topics, contractor safety and emergency management. This position will work from an assigned OCWR facility during regular operational hours which may involve exposure to inclement weather, loud noises, hazardous chemicals, and heavy equipment. Additionally, the position may be required to report to County Facilities outside assigned region during nights and weekends in response to incident or declared disaster and may be required to represent the department at the Orange County Operational Area Emergency Operations Center (EOC) as needed for emergencies and natural disasters.

The Ideal Candidate & Core Competencies

Although not required, candidates who possess a Certified Industrial Hygienist (CIH), Associate Safety Professional (ASP), General Industry (Completion of OSHA Courses 511 & 510), Construction (Completion of OSHA Courses 510 & 500) or a Certified Safety Professionals (CSP) certification(s) are highly desirable. In addition to the minimum qualifications, the ideal candidates will also possess thorough knowledge of and experience in the following core competencies:

Technical Experience | Technical Knowledge

  • Safety principles in one or more high hazard industry subjects (such as lock-out/tag-out, confined space entry, machine guarding and other high hazard industry subjects).
  • Construction techniques, heavy equipment operation, and powered industrial truck safe practices and rules.
  • Application of hierarchy of control principles.
  • MRF Facility Safety programs assessment and implementation.
  • Previous experience in the waste and recycling industry (landfill/MRF/Transfer Station) operations.
  • Yellow iron/light duty operational/functional awareness.
  • Safety and health laws, regulations, standards, and codes as they apply to operations in the State of California.
  • Accident investigation techniques; accident/incident recordkeeping techniques.
  • Use of instructional program design, adult learning principles and techniques to develop training materials, aids, and safety standards.
  • Experience in effectively utilizing technology and training aids, such as Microsoft Office software (MS Word, PowerPoint), to create graphics, present ideas, data, recommendations, procedures etc.
Strategic Planning | Analytical Skills
  • Analyzing data and/or situations, drawing logical conclusions, recommending, and implementing effective courses of action.
  • Performing quantitative and qualitative analysis, including financial analysis as it relates to injury and illness costs.
  • Interpreting and applying more complex safety regulations, standards, and requirements.
  • Auditing and project management processes.
  • Experience working in facilities participating in Cal/OSHA Partnership Programs (Golden Gate, SHARP, Cal/VPP) or with third party safety credentials or accreditation is highly preferred.
Leadership and Relationship Building| Interpersonal Skills
  • Ability to identify with the larger organizational team and the role required, share resources, respond to requests from other areas of the organization and support the agency's agenda.
  • Establish and maintain effective working relationships to find mutually agreeable solutions to problems.

License Required
Possession of a valid California Driver's License, Class C or higher will be required at time of appointment and must be maintained throughout employment.

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
