Position: Senior Technical Advisor NH-0301-04 (GS-14 - GS-15 equivalent)

Location: USSPACECOM Washington Liaison Office, Pentagon

Description of Position: To serve as advisor to the Director, Capability and Resource Management Directorate, US Space Command and liaison within the National Capital Region.

Position Duties/Responsibilities:

Work with Space Force S5 & S8 to build joint understanding on space operational requirements and support development of programming profiles.

Establish, develop and maintain effective working relationships, and represent the Command at the highest levels of DoD, OSD, Joint Staff, SAF, NRO, other Combatant Commands, and other Departments of the national government.

USSPACECOM representative to the Joint Space Requirements Integration Cell (JSRIC). Integrate Joint space requirements across the entire DoD.

Advise the Director on complex organizational relationships within the National Capital region and work to align USSPACECOM goals and objectives with the services and other Combatant Commands.

Deliver presentation on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers (GO/FO) and civilian (SES-level) external to the Command.

Support USSPACECOM/J8 mission divisions in routing requirements through the Joint Requirements Oversight Council (JROC).

Support USSPACECOM/J8 advocacy team in presenting recommended future investment strategies and required Combatant Command PPBE products. Specific PPBE and JCIDS deliverables include: the Commander's POM, Program Review, Chairman's Program Assessment, Integrated Priority Lists, Capability Gap Assessment (CGA) and Joint Programming Guidance submission.

Support time-sensitive Congressional Appeals and the OSD Comptroller Budget Review reclama processes, applicable OSD Program Review Issue Teams and Enhanced Planning Process Teams.

Represent the Director, Resource and Integration Directorate at official functions and community events.

Key Skills & Abilities:

Knowledge of large, complex organizations that provide component, space operations and command and control support, mission support, base infrastructure, and other factors critical to Combatant Command operations.

Knowledge of space systems for conducting major operations to include Orbital Warfare (OW), Offensive Space Operations (OSO), Defensive Space Operations (DSO), Space Superiority Operations, Space and Electronic Warfare (SEW), Space Domain Awareness (SDA), Space Command and Control (C2), Combined Joint All Domain Command and Control (CJADC2), Nuclear Command, Control and Communications (NC3), Battlespace Awareness (BA), Environmental Monitoring (EM), Space Based Environmental Monitoring (SBEM), Nuclear Detonation (NUDET), Missile Warning/Missile Tracking (MW/MT), Satellite Communications (SATCOM), Positioning, Navigation, and Timing (PNT), strategic and tactical intelligence, surveillance and reconnaissance (ISR).

Knowledge of the United States Space Command Component organization and responsibilities, and its relationships with other combatant commands.

Knowledge of planning, programming, and/or budgeting regulations, guidelines, and processes.

Knowledge of formal requirements development via the Joint Capabilities Integration and Development System (JCIDS).

Ability to analyze, plan, organize, and direct the functions of, and mentor, motivate, and appraise staff of a large organization through subordinate supervisors.

Ability to present complex issues; conduct high-level, sensitive liaison and promote good public relations; and formulate clear informational briefings to the commander and staff.

Thrive in fast moving environment with quick turn suspense's. Ability to resolve day-to-day issues as they pertain to the execution of the Combatant Commands Plans.

Qualification Requirements:

At least 1 year of prior experience at the next lower broadband/grade level (or equivalent) performing a full range of Senior Technial Advisor duties.

Desired Qualifications:

At least 5 years of experience at the next lower broadband/grade level (or equivalent) in performing (4-5 major duties of position) desired.

Bachelors degree; masters degree desired

At least 2 years of Combatant Command or Joint Staff experience; USSPACECOM desired.

Conditions of Employment:

Must be a U.S. Citizen

Must be able to obtain and maintain a TS/SCI Security Clearance

Position requires drug testing

Occasional travel away from the regular duty location may be required

Job Type: Full-time

Pay: $139,395.00 - $191,900.00 per year
