About the Role
We are seeking a Senior Technical Director to lead enterprise architecture, modernization strategy, and technical governance for the HHS grants ecosystem, including Grants.gov, GrantSolutions, and TAGGS. This role drives transformation to reduce O&M costs, modernize legacy systems, and enable secure, interoperable platforms aligned with Zero Trust, Federal Data & AI Strategy, and OMB mandates.
Key Responsibilities
- Conduct architecture and operations reviews to identify legacy constraints and modernization priorities.
- Develop a unified technical vision and multi-year roadmap for grants systems.
- Define and govern enterprise architecture frameworks, reference designs, and solution standards.
- Oversee data and AI architecture, ensuring compliance with Federal interoperability and trustworthy AI principles.
- Establish cost-optimization strategies targeting 30% reduction in operations and maintenance (O&M) costs.
- Provide technical oversight for modernization vendors, CI/CD standards, and quality assurance practices.
- Advise leadership on investment decisions, governance, and risk management.
- Drive stakeholder engagement, adoption strategies, and performance oversight across agencies.
Qualifications
- 10+ years in enterprise modernization and technical leadership; 5+ years in senior architecture roles.
- Expertise in cloud-native architectures, Zero Trust, DevSecOps, and data/AI platforms.
- Proven success in cost optimization and portfolio rationalization in Federal environments.
- knowledge of HHS IT strategy, OMB policy, and EPLC governance preferrewd
- Exceptional communication and stakeholder alignment skills.
- Bachelor's degree in Computer Science or related field; Master's preferred.
